    The Balfour Beatty Communities LLC has been forced to pay 60 million dollars back to the US Military. During 2013-2019 the BBC stole 20 million dollars from the U.S. Government by altering repair records for military base housing. By changing these records the BBC was able to fraudulently receive bonuses for completing repair requests in a shorter time periods than required. Where is the leadership? Why did this take 6 years?

      Even more disgusting is that they're letting this turd 💩💩💩 of a company to continue to support our military members and their families. These guys should have been thrown out on their asses and the whole system revamped. It's clear to me you need at least two levels of accountability to track repairs, one at the base level and one at the company level. The call for repair should start with the repair request going to base CE who then calls the 💩 repair company. Then, before any bonuses are paid the books are reconciled to verify the claim is legit.

    At this point it'd honestly be refreshing to find a single government contractor that WASN'T utterly corrupt and stealing taxpayer money to NOT do the job they were specifically contracted to do.

      Right here. I even outperformed the baseline by at least billions of dollars. I priced the contract drastically, unbeatably, below the market value because it wasnt about the money. I wanted to help people and I just needed compensation for the time, risk and costs. Try to guess what happened... I was defrauded and have basically had my life ruined at the moment from John C Rogers ("lobbying" firm capstone national partners that openly advertises "fixer" and other services now). He is a former assistant vice undersecretary of defense appointed by Clinton despite losing the elections he was supposed to be running. He was in and out of the DoD appointment pretty quick too, try to figure out the reasons. Anyways a ton of stuff has happened despite literally making people billions of dollars that was clean, that John is fundamentally incapable of, while actually helping people (which John and Alex Rogers are definitely incapable of). My uncle was a Secretary of the Air Force. Bringing these types of soft hard "business" pretexted threats to light and at least trying to get somewhere as far as mitigation is real service. Threats foreign and domestic. A lot of these people arent even competently financially selfishly corrupt. Its sometimes not even about the money. They try to make it look like it is but its deeper and way more malicious than that... And or theyre literally THAT stupid that they cant even calculate risk adjusted returns, market verticles or expected values. Quite a lot of surveillance programs have been formally acknowledged at this point. How difficult do you think it is for somebody to detect this type of thing in our own literal military bases and housing? Alphabet, Meta, Amazon and more probably thoroughly knew and were sending targeted ads about it even. Whats an acceptable police response time to a priority call in Detroit and how can people think that we can handle anything more complex than something like this if the response isnt even acceptable in a civilian Detroit context? We need to step our performance way tf up.

      actually you need officers to be this passionate. NCOs can't do much without being approved by the officer. unfortunately there are sooooo many silver spoon officers that it forces out all the good military personnel.

      my dad used to have a joke/truth on his desk (he was is a cpa) the joke was about paying the gov the same way the gov spends for his taxes when i saw the 6k for a fucking screw driver nothing suprised me anymore.

      When I was in the Marines, a few times a year we did what was called a "Chinese field day" which is where you completely empty your barracks room and clean it top to bottom. Most of the time we were wearing gas masks and basically just throwing bleach everywhere. This was due to constant black mold issues that always came back. Replaced our mattresses once a year too. This was between 2008 and 2013. The barracks I lived in during that time have been condemned for about 5 years now according to a younger Marine who was stationed in the same unit.

    This is the one thing that confused me with the military. The military is practically self sufficient (they don't grow food and they do buy components from outside) but it has virtually every profession that you can find in civilian life including plumbers and carpenters. But they have to use civilian contractors to perform repairs.

      It is frustrating! In 2003 we went to Iraq and had Soldiers build barracks, provide water, cook food, do laundry (huge DoD owned machines) and everything you can need. In 2010, there were more contractors than Soldiers there. Their excuses are they dont have to pay benefits to contractors but it isnt like they got rid of those Soldiers..

    As an AF Jr Enlisted that has lived on base with Belford Beauty, I greatly appreciate this video Rich. Over a year of complaints from myself going silent. Also my oven was old and barely worked, as in I couldn't get it up to temperature to cook. They told me "Well it turns on, so its not broken" I couldn't even cook a frozen pizza or brownies all the way without going another 20 minutes over the cook time

      Too bad alot of them are comming up on ETS and they are not reupping. I dont blame them! The Army really started screwing up when they started promotions to E-5 before PLDC. I went to PLDC as an E-4. There is a marked difference between the 2 sets. If your an E-4 or above and cant conduct a PT session, your wrong!

      It more than that there is alot of payoffs and corruption.
      For the military it should just be internal, sure mabey you have have some guys getting payed to sit around, but odds are it would cost less, and most people whould prefer that then this BS.
      Not to mention the fact that if you are in the military you are gonna give more of a shot about fixing this stuff.

    When I was in Basic our barracks were being renovated, but the privates were doing the work while the construction company got paid for our work. And that was on top of all our other training. We tore up the tiles, removed doors, painted walls, laid no slip pads in the stairwells, and more for 6 weeks of our 8 weeks of Basic.

      The VA seems to be be great in some areas but horrible in others.
      Around here the VA is in Kerrville Texas and every vet I know that has gone there loves it. They seem to care and do what's right.
      But I have family who deal with the VA in Florida, I think it's in Orlando and it's been nothing short of a steaming pile of crap.
      While I'm sure the military makes it difficult for them all we really need to see internally at the individual facility's why some are so good and others so bad. It may be the fact this area of Texas has a lot of retired high ranking military including a admiral (who I can't stand) to lots of colonels including may she rest in peace one of my favorite people Lt colonel Vera Hoenig. She was a tell it like it 95 year old who fought to keep women in the military after the war ended.
      She was quick to admit she got the best care possible from the VA due to her rank and career achievements but even lower ranking gets get good care at the Kerrville facility.

    When I was stationed in Germany in the 90s we were still living in Nazi youth barracks left over from WW2, our showers were open bays like basic training so you never have any privacy but the barracks were so horrible there's no way it could be legal to live like that in the US, some rooms were empty permanently because they were such bad condition. 3 MFING YEARS PROBATION FOR STEALING 20 MILLION FUCKING DOLLARS FROM THE PEOPLE OF THE UNITED STATES, it just shows money buys your way out of trouble while the rest of us get thrown in jail over bullshit.

    Anyone remember when the Army was in the "people business" and they had the Civilian Facility Engineers? All you did was call them and they'd come out (just about) immediately and fix whatever was wrong TO YOUR SATISFACTION and they were polite and professional, and they came with the proper parts.

      I wa in in the late 90's through to 04 and frankly, no I did not see that at all. When I was at Ft. Hood, my ex and I at the time avoided living on post because of all the horror stories I heard and actually saw at my buddies' houses on post. It was a joke at the time that you didn't want to request on-post housing because the housing folks would do everything they could to keep you from saying there were already damages when you moved in, just so you would have to pay for them out of pocket.

      Unfortunately he hasn't blown the whistle on it. BBC was know to be a shitty company back in 2010 when I lived on Tinker and was being investigated for code violation while building houses on Tinker. It was all over the news for awhile but eventually disappeared. Money has a tendency to make problems disappear.

      When I was at Lackland AFB as a Red Hat, the smart higher ups combined all the CE units into the San Antonio Real Property Management Authority. When Safety condemned one of our marksmanship range covers, SARPMA wanted 30 grand to tear it down (which of course was not in the budget) and three months to replace it with a new one (another ten grand). One weekend, we Red Hats used a deuce-and-a-half and a chain to pull down the range cover, then swarmed over it with our own tools and took it apart and disposed of the wood in the impact area and then constructed a new range cover and delivered the receipts to the Group Commander. He was not happy but in the end got the money to cover the expenses (less than a grand).

      At least now that they've been found guilty, the servicemembers and their families might be able to bring suit against BBC for health effects suffered as a result of negligence related to the fraudulent activity (maybe as a class action). The initial penalty, which as AC says is incredibly light, is hopefully only the tip of the potential iceberg that is future litigation against BBC.

    This is just sad. When I was in Balfour Beatty Communities LLC took care of my family and the base housing we lived in. I never had any complaints. Now to see what a garbage company they turned into (or what they apparently always were) makes me sick. I cannot believe I supported such a horrible company. I hope this gets fixed and our Service Members are better taken care of.

    They wanted to charge me $2500.00 when I moved out of base housing in Travis AFB because I didn't use their "preferred" carpet cleaning service. Carpet cleaning is a requirement to move out. I found one who would carpet clean for $300.00 they wanted me to use one that was $700.00!!! Said I violated the agreement and wanted to charge me $2500.00!

      I agreed to pay the "fine" IF and ONLY IF they could find damage (not damage that was already there that I documented when I moved in) associated with the carpet cleaning, which they were not able to find any. My command did get involved and came in during the inspection and told them to F off as the carpets were cleaned as required and it shouldn't matter what company did it. That was my last day in the USAF.

    I was in Air Force Civil Engineering Units for 20 years. These units used to be in charge on AF basses to fix military housing both dorms and family housing. The main reason the military went to a contractor to maintain these living quarters is that new housing would have to be approved by Congress through the appropriations committees for each branch. To get approval for new housing the designs would have to be completed along with costs and all the other BS that is needed. Then all the individual branches would submit their packages where they would be racked and stacked by priority or how much complaining was done. If they got approved they would be slated to be paid out of a future years budget. Ultimately your designs and plans could be 5-10 years old before they got funded and by then housing had to be built to a standard that did not meet current building codes. What these companies did should void their contracts but they would just change their name and get the contract again for 50 years. That’s right some AF installations leased the land to the contractor for 50 YEARS!!! Not sure who got paid in that one.

      I feel these kind of issues ie. badly managed subcontracting in government spending SHOULD be an issue that can be fixed by starting accountable in-house services, but the issue is anyone willing to promote the idea will be both fighting the other votes who are currently benefiting from dodgy contract bidding systems and also trying to sell theinitial investment needed to appoint , for example, a head of in house plumbing, ops managers , line managers and trained contractors with all associated admin.

    This has been going on since 1976 that I'm personally aware of. Grew up on Norton AFB in San Bernardino (That's no longer there) and my grandfather was kicked out of the plumbing union for makeing noise about the absolute crapshow that was the excuse for plumbing in base housing

    Every document produced by a company with a contract with the federal government (that is relevant to that contract) IS a public record. You, the average citizen, can go to any of these companies and request said records. The companies are not allowed to put ANY impediments in your way, like requiring you to identify yourself, charging exorbitant fees (they can charge their costs for reproducing documents and such), or requiring you to get permission from some other person, filling out forms, etc. In fact if the documents are readily available, they HAVE to let you inspect them as soon as they can. I encourage everyone to carry out public records requests with every company that has business with federal and state governments.

    I'm not military, but I own and run my own small construction business, including a handyman service. I get calls at 3am sometimes, if a roof is leaking or a busted pipe or whatever the issue is. I get up after the call, I get ready and I go try to do everything I can to solve the problem. You either care about the people you work for, or you don't. Been plenty of times I've literally lost money doing this stuff, money ain't everything, sometimes it's a little old lady needing a repair done, and she just happens to live in a unit owned by one of these slumlords who I deal with. . I lost money, but granny can sleep without water pouring on her bed from the roof, therefore, I can sleep tight, knowing I did the right thing..

    I was put in a vulnerable situation it being my first PCS with my wife and daughter to an expensive area. We felt almost forced to sign our lease with Balfour Beatty. They waited until the end of our paperwork when signing for the house and said oh by the way here is an asbestos waiver and lead paint waiver. We felt like we had no other options. I feel preyed on honestly

    I served in the Danish Royal Guard and now as a national guardsman and we had something similar happen. A company called ISS (yes that's their name) took over maintenance, cleaning and food on all danish military bases. It got so bad that soldiers made a facebook group called "The fight against ISS (in danish)" where they would share photos of the shitty food we were served and had to pay for and show the fucked up rooms that they had cleaned or fixed. The group got so big that it caught the attention of the media which then got the polititians involed, who would say on tv how bad it was and how the government and the military was being lied to and how poor it was to the soldiers. But then nothing happned. ISS said sorry and went back to their old ways pretty fast.

    I have a buddy who’s been waiting more than two years for his conditioning system to get fixed because it kept leaking water and blowing air and causing insane molding in his barracks room, causing him to be at a loss of over $400 worth of gear/uniforms/civilian clothes. After nearly 2.5 years of more than one visit, and just waiting and waiting, they FINALLY moved him to a new barracks room. He definitely wasn’t supposed to be in that room, and it definitely shouldn’t have had anyone living in it, especially since certain mold can be dangerous!

      My Guess would be that they dont have actual Craftsmen. Or at least not alot. Most "Repair Guys" are Handymans.
      Keeps the cost low. But also means the "skillset" needed isnt there. Because, why work for BBC with a wage that is laughable if the HVAC Company in Town pays 3 times as much?
      And to keep Cost low further .. the 20 Repair Gauys needed for Area X? Nah ... what if the Tickets arent enough to keep them working? 10 are enough.
      We all know thats how these Companys love to "work".

    My favorite was when I cleared base housing and the inspector signed off on everything being up to standard and then they tried to nail me for $20,000.00 in damages 6 months after I got out. I gave my clearing paperwork to a lawyer and never heard from base housing again.

    This is just one of the many reasons service members commit suicide at the rates we do. This video is whole heartedly indicative of how leadership treats and values their lower enlisted. The DOD is one big “do as I say, not as I do” rat race to find that next stripe or commission. Leaders have lost sight of what it is to be leaders and have left us lower enlisted in the mud only listening when they have no choice to or when it’s convenient for them.

      I am a retired SNCO and that is EXACTLY correct. The "corporate" officers are in charge now. I got in trouble once for yelling at an argumentative E-4 in Afghanistan! They said it was not "acceptable in the workplace." To which I responded: "Is this a war or a boy scout trip?" They didn't understand my answer. At which point I let it go, I learned a long time ago you cannot argue with idiots....unless you want to become one yourself.

    What's even better, at Cannon AFB, the BBC there is leaving those paper warnings on houses for things that are their job. I.e. things like the grass they are supposed to cut or for bushes/flowers/trees that were there before people moved in. They are such a terrible company

      Lmao I got neighbors 2 doors down here at Luke that has shrubs the size of small fucking trees that says they never get anything but God forbid I have a small patch of grass that sticks up 2 inches I'll get lit up with those fucking paper warnings saying my yard is in disarray

    I was at Fort Hood for premob, our barracks had black mold in the vents. Everyone got sick and we were told to just deal with it because it's only temporary. It's failure on so many levels

      I was stationed at hood from 2002-2009 most of the barracks on the 1cav side of post are condemned full of mold the bathrooms flood it was terrible the only barracks that were half way nice were the stacks the were across from Division so if that how much our stuff sucked I can imagine the rest of post

    I love how he wore a red shirt, just so you could see how truly heated he gets when he talks about this stuff. I lived on a few different military installations, the good housing had waiting lists and was sought after, and the bad housing was plentiful and just plain embarrassing.

    You know what really grinds my gears? All the branches of service, as far as I know, trains engineers. I was a 21R for the Army, electrician. The Army also trains plumbers, Carpenters, and just about every facet of building and repairing facilities.... do you know what my ncoic said on my first day of training? I'm paraphrasing here, because it's been well over 15 years but as I sat in my training room at Fort Leonard Wood he told us all. " I'm going to train you to be the best electrician the army standards can provide. You'll be able to do some miraculous things and get power the places that no one else can... but once you leave here you'll never do that job. It's all ran by civilians now"
    He didn't lie, I spent the next 12 years doing pmcs on vehicles, doing carpentry, setting up tents or pouring concrete. If your tent had a concrete foundation at Camp Marmal/Pratt you're welcome.
    But God forbid, if the electrical socket stops working that we have an army trained electrician go to the freaking Home Depot get a new socket and put it in. Seriously, we have the Manpower and the trained Personnel to handle it all ourselves... So, why don't you let us play coach? I do facilities maintenance management now that I've left the Army, and I do more of my job I was trained for as a civilian than I ever did active duty.
    For gosh sakes, the Army has a Corps of Engineers... why don't you let them take a crack at it. Why don't you utilize some of the soldiers you spent millions of dollars training for the sole purpose of doing these civilians jobs? Some genius will make the argument that having the civilians do it is cheaper, which is true when they are doing their jobs, but they aren't doing it so we're spending Millions of dollars on civilian contractors who are doing two things, Jack and squat.
    Sorry, old argument I used to have constantly with my chain of command.

      On top of that, the army instilled us with the values of preventive maintenance, pride in appearance, and the skills needed to make everything dress-right-dress. And then they tell us to watch everything fall apart, because we are not allowed to fix it.

    Nothing like sleeping in a condemned warehouse with bricks falling out of the walls, holes in the ceiling covered with a torn tarp, various types of bird crap on the bunks, broken a/c systems with rodents living in the tubes, and exposed live wires in the middle of the building that were getting rained on through the various holes in the roof.

    It took a father sending a congressman video of 82nd's living conditions before their barracks got fixed. USASOC was having the same issues now. Luckily 4th POG Col got the ball rolling on getting some of the barracks fixed.

    I know as a 21 year vet, my family was constantly sick when we lived in base housing, the wife and kids had all kinds of respiratory issues. When I got a high enough rank to afford a house in a good area and we moved out, suddenly everyone got healthy and instead of perpetually having colds, we only got them maybe twice a year like normal people. But don't worry, nothing to see here.

    Personally deal with this. Moved into a house that, "was the only one available on base", only to find out the entire family would get chemical burns on our skin if we touch the carpets. We blacklit the house and found out the previous owners had a dog that pissed and crapped all over the house. Through an investigation outside of Balfour Beatty, the previous tennets were charged 3000 to replace the carpets but this was never done. Also the carpet cleaners that they use were only told to vacuum, not steam clean. Took the guy 12 gallons of solution to get three of the rooms tolerable to walk on without getting hurt. Also on top of that. Our home was on the condemned list but they moved us in anyways. Yet the newer housing on the other side of base had numerous houses available.
    Got off base as soon as the 1 year contract was up. No longer stationed there either.

    First 14 years of my life were spent on Tinker AFB. It’s in Oklahoma. And I can tell you that was in the 80’s. And I learned how to fix military housing issues as a child, because of this wonderful situation! Thanks for making this video AC!

    I lived in base housing on joint Base Charleston for about a year and can confirm that every "Fix it" order we put in we waited AT LEAST 6 months for any communication at all on it being done

    I’m not surprised by ANY of this. The cop dorms on RAF/USAF Lakenheath were condemned when I moved in…lived there for another 2 years. My bathroom had HUGE amounts of black mold.

    You can’t even discuss this with out getting so angry because it’s just so negligent.
    I drive around base and just watch sprinklers shoot into the air hours on end flooding streets as they water the roads and not the grass. Something so small I can only imagine what the homes look like
