Because the American sniper thought the Chinese sniper was holding the spoon with his hands to see the reflection. It's an old sniper's trick harkening back to the days of trench periscopes from WWI. He shot it to get rid of the Chinese sniper's ability to see the reflection and take away any potential advantage. What he didn't expect was that the spoon was attached to the Chinese sniper's foot as a way to distract him, not to find his reflection. I mean they both already know where each other are, so of course the American sniper wasn't worried about "revealing his position" which was obviously underneath the tank.
Because this spoon could be used as a mirror to see the enemy without exposing your head. He hit the spoon so that the enemy won't find his location and lose the advantage. However, the other guy used it as a distraction to make his enemy believe he'll use it to find him.
This must be the first time he ever shot at the spoon or he never learned the other half of the the spoon trick. If you shoot at the spoon, you're forked. You'd think that after setting up the dummy and then seeing the spoon, he'd want to go back and shoot at it from the first position and then roll back to the new position? Otherwise he ruins his set-up. To be fair, I'd love to see some real snipers rate this scene. Who knows for sure?
Western sniper was aiming at the spoon on Chinese Sniper's foot while Chinese Sniper was lying down lateral from the western sniper. Chinese Sniper would need to be dead center of Western Sniper's scope to deliver a head shot through Western Sniper's scope.
