TRYING to replace win10 system32 with win7 system32

this is my poor attempt at replacing windows 10 system32 with the one from windows7.
it did not end well

A poor attempt is still an attempt! Have you tried installing both Windows 7 and 10 to a VHD-file, mounting these VHD-files and copying the System32 that way?

your kind of correct, he is using windows 11 to emulate it, but he is not emulating windows 11.

His computer is Windows 11 but the VM in which he try to replace System32 is Windows 10.
