Port Authority Police blocks I-95 Traffic for Construction Zone Setup

In order to shut down a lane and set up a construction zone on westbound Interstate I-95 on the Trans-Manhattan Expressway the Port Authority Police Department PAPD blocks and stops flowing traffic to ensure some safety for the construction crews

Here in Germany the construction setup vehicle would drive on the right lane so no police needed
