this style of music is called "Gagaku" and has a distinct lack of melody. it was usually played for nobles and the emperor and is considered one of if not the oldest forms of orchestral music
for the sake of the game it seems they added more melody than normal, but to me at least if you look at original gagaku it has no discernible melody that my untrained western ear can hear.

This song made me upset when the queen died. Everyone kept saying how much they missed her and I thought she was a good person. Everytime I went to the village after she died, this song made me upset.

This song fits so well with the atmosphere after the Queen is killed. Mournful for a character you never really get the chance to know.

I never played the game until a year back, and the reason I bought it was because I heard the music in a MVC mashup... but that's why I didn't go into the comments, I knew it was an old game, and the comments will be filled with in game information.
Like many, I think of Himiko when I hear this track (one of the most beautiful in the game imo); however, it has a different meaning for me. Her death was definitely tragic, but I like to imagine the whole track as the proceeding of the ending of a life, and the spirit's subsequent awakening in the Heavens, finding rest and reward from all its labors and suffering. The world was certainly poorer for Himiko's loss -- but Paradise is all the richer for her presence there, and to me that's what this track represents.
This music is called "Etenraku" (0:00 to 2:05). Well, it's a variation of it. Etenraku's meaning is roughly translated as, "Music of the Heavens". Look it up. :)

@@okhario233 I just did some studying. I found that it is not one, but two instruments together that makes the noise I was hearing. The Sho (as you mentioned) and the Hichiriki. The two sound amazing together, and the blend so well that I actually thought it was one instrument making all that sound!
