Your save is bugged, I saw this with another UA-cam too. You should be able to buy three lockers immediately, and your storage pile is in the wrong space compared to my current save. Also there's removable walls in the world you've missed, just fyi.
you have an error with workers due to the fact that the save was made on an old version, if you make a new save, then everything will work for you without errors
