This video uses an AI algorithm to artificially boost the number of frames by inventing new ones in between the originals and blending the movement together. This makes snappy actions look soft and watery. Nothing against the video uploader, but there's a lot of problems with this type of 'upscaling." Basically imagine adding a super fast trap drum beat on top of your favourite song because the original drums were 'too slow' and had 'too many obvious gaps between the beats' and you wanted to fill them in. It's the animation equivalent of doing that. Personally, not a fan.
Nah, I can't with the original audio. Goku sounds like a child, and Cell sounds like literally every other generic anime villain at the time. He doesn't have that smooth confidence.
