There seems to be a large proportion of people that actually want to be ruled and dominated. The number of people whingeing about classic cars not being motd that don't realise that they are responsible for the roadworthiness of their car regardless of age. An mot is nothing more than a piece of paper to meet a legal requirement, roadworthiness is the responsibility of the driver, no one else. What is clear is that there are a lot of people out there who are not capable of ensuring their car is roadworthy.....
The M.O.T. is not a annual "roadworthyness" test! It also is not a vehicle safety test! The M.O.T. is a annual "LEGAL" test to minimum test standards only at "TIME OF TEST" (vehicle in M.O.T. bay). We (as testers) do not remove road wheels, we do not remove wheel trims (if fitted) we do not remove covers if tools are required. A nail/screw in a tyre is potentially "DANGEROUS" (could cause a tyre blow out!) but would not fail a M.O.T. We are "NOT CHECKING" to see if the vehicle will last another day, let alone year. The M.O.T. is actually a bad way to keep your vehicle in a good "roadworthy/safe" condition. A better way is to find a good local independent garage/workshop with a very good local reputation who do not use the M.O.T. as a service/repair standard for the vehicles they work on. Hope this educates some people as to how bad the M.O.T. actually is! 😉👍
Historic vehicles that have been modified to give them the performance of a more modern vehicle could be used in place of a modern vehicle! They wouldn’t want people modifying old cars to make them more useable as they’d not bother having a new car which will be an EV or heavily taxed ICE. They don’t want people starting to use their classics as a way to avoid ULEZ or car tax and MOTs.
But I argue the case that newer vehicles are stupidly powered and old cars are stupidly flimsy and the combination of those two makes a death trap and that affects insurance which is based on a roadworthyness test, of which there is no ncap data to go by because they can't crash a one off car built in a shed somewhere in the countryside.. Then when a car is altered to accommodate newer technology it will act differently in an accident than what was designed into it. An example of that would be the front end of the car could be made rock solid to take a bigger engine but that just transfers the weakness to the cabin area which is where people are. It could also be too strong so when a pedestrian is injured it could cause more damage than what would otherwise be caused had the work not been done..
As far as I’m aware once you ‘register’ your vehicle with the DVLA it becomes their property. The log book has nothing to do with the actual identity of the car itself that is just for the DVLA’s database . They hold the original manufacturer of origin certificate which is legally yours and you can request this ( don’t accept a copy, it must be the original) . The true identity of the vehicle is the chassis/ VIN number and the manufacturers certificate. NOT the registration number or Log book ( that belongs to the DVLA ) If you look on your log book it now says registered Keeper NOT Owner like it used to. Gordon Brown changed the laws enabling the ‘ state’ to use these assets as security. ( Off memory) . Your driving license is NOT your property, you requested permission from the state to award you a a drivers license . They granted you a license as they are the creator and grantor. This is all down to legalese and the words used in legal documents. Only the creator / author has any rights or claim to anything, just like a piece of music or literature. Your birth certificate is no different, it’s not your property or you , it is in fact a trust , registered with the ‘state’ . You are merely a beneficiary and employee of the ‘state’ . Hence they can tax you on your income as they are the creators of the trust. You are working for them without realising it . 😉 You can do Anything you want to your vehicle they just have to comply with their laws on the public highway, race tracks and private land are out of their jurisdiction .

Doesn't matter what people answered in the survey, the government will just do what they want anyway. When there was the recent 'consultation' on poultry registration changes, 75% of respondents answered 'keep it the same' - only 13% of respondents supported the position that the government took, which is that all backyard chicken keepers now need to register with DEFRA even if they've only got one chicken as a pet in their back garden. 😠
It was Labour that stopped the 25 year rule after their 1997 win and now we shouldn't be surprised by this, as they just got back in again. As always they cannot bear any potentially taxable item to go untapped. If they are genuinely interested in other countries, that could be good news. Most of the EU deem a car classic at 30.
Lots of doctors nurses and engineers need hosuing in hotels. Its tax everyrhing into oblivion time. The original reason for tax and motc exemption. Was to help people to be able to afford to keep classic historic vechiles on the road. As mainly they are just weekend vechiles for most people .this should stay like that, and any government that tries to change that will have a massive backlash from classic car owners and clubs.
This was very well known within the classic car industry, some very big names were involved in this and as they are purist they will go with the government to stop the likes of Marcus abusing the system
@@stevesmith9351 A lot of this new wave of “body swaps” going on which I’m really not sure about, basically welding A,B, and C pillars with the roof and rear quarters onto a cut down to floor pan monocoque of another car was never actually legal to my knowledge, and back in the day we just knew that if something like that was attempted it meant at the very least all sorts of VOSA SVA heartache that would see you 100% getting a Q plate even if you managed to get it through that and then it being a nightmare to insure, but now people just seem to totally forget about/ignore all that 😂
I did not fill out the questionnaire as it became quite clear that the questions were extremely loaded to steer a particular outcome of more hoops to jump through for the enthusiast
I took part in the survey but the questions are worded in a way where no matter what you say it can be interpreted however they want. Our minds automatically think about how we restore and modify our old fords, but when you consider things like converting a classic car to a pickup, or turning a car into a stretch limo or a minibus then obviously you want more checks for that kind of change and need to answer the questions with that in mind. But then those answers can be deemed as us saying "yes we want more regulations on our classics". You can't win.
This is the worrying thing mate. It just seems like the questions were just asked in a way to basically justify any upcoming law changes they have already pre-decided to make! ☹️
They are going after the modified cars, you can see this lately, they don't like car meets etc And generally they hate motorists, even though they gather massive tax revenues from vehicles!
I remember it taking me all evening to fill that “Consultation” in, it’s a regular theme of any government consultation/questionnaire, make it lengthy so most don’t bother and we can still say you had your chance to comment/get involved 😂
Hello Marcus i have been a fan of the channel since the early days and love Esther but have to say that Esther is a perfect example of what the DVLA consider significantly modified. she has only the shell and a very small amount of the 1300 E parts she originally was, even the gearbox tunnel has been modified. what they want is original parts or like for like parts Esther has different engine box axle suspension and much more please know this is in no way a dig at you and Esther its just an opinion of how i read the information lets all of us hope that they take the saying if its not broke dont try to mend it keep on keeping on with the great content and you and Cat have a brilliant Christmas and a happy new year
If a vehicle is presented in its as original or in a state of modification being a state of enhancements to the original, then I don't see any way they could say it would be illegal.

Just bare in mind it was the previous government who started this survey. I own 3 classics and would be happy to have a road worthy test but maybe every 3 years and a FREE test with flexibility concerning any repairs, eg more than 7 days..
Historically people have modified cars from year dot, even when they were current cars. The mods are as much a part of historic vehicles if not more. I see plenty of historic cars with electric fans, powersteering etc, with the owner claiming it is stock! Just look at current cars, enthusiasts modify them - if these new modified cars survive long enough will they not be able to gain historic status?
Modern garages don't know how to work on old cars and don't know what they're looking at with them for safety purposes. I do however anticipate ruling that only period correct modifications will be allowed to maintain reg, such as pinto engines mates to type 9's, st170 lumps and mx5 boxes I fear will be deemed too modern or extreme,,, but let's not live in fear!
The Big issue with the modified car is that if they have a test they can look for that hole in the bulkhead so that is something to stay away from! Remember it’s not about losing free road tax and mot YOU WILL LOSE YOUR REGISTRATION then that can has to go through a new kit car test and good luck with that some old cars won’t go through due to body shape etc!!!!!!!
@@marcushayesfordwell you took that and ran with it lol. So as so input the conservatives stoped the 25 year classification. By the time labour got in the cars that were 25 years when rolling eligibility stoped were 40 so they made it 40but once again rolling.
Converting classics to electric is sacrilege and should rightly be banned or taxed. Modifying classics has been going on since before they WERE classics, 2 of my 3 Vauxhall powered Triumph cars were built as such before they became VED free. All were built to conform to the infamous "8 point rule" The rule has many eccentric parts and many others that are open to interpretation. Lots of people hate the restrictions it imposes on our imagination. I personally don't LIKE it, but it's the framework we have to work with, it's better to have this than a blanket ban on mods. Also the 8 point rule isn't a total limit. You can build whatever you like, but if it's outside the limits of the 8 point rule, then the car must pass a not very sensible "BIVA" test, carry a Q reg plate and pay VED in perpetuity. But do all this and the fruits of your labours will be allowed on the road. I just regard the extra hassle of the BIVA etc to not be worth the candle. So I stay within the 8 point rule. My sort of modified cars are still VED exempt but DO need to be MOT'd annually, which I don't personally regard as a bad thing, even though I WAS an MOT tester before I retired, I still think it's a good idea to get a second opinion from time to time! If I had to go back to paying VED so I could keep my modified classics, i'd do it! Though I might cut down on how many I have, the pension only stretches so far! You are going through all these points and saying "Oh yeah the Govt want to end private car ownership" which is true and it's not only modified cars. But the votes recieved seem to show the voters favour more restrictions on modified cars. Or do you feel it wasn't a fair vote? I replied to this survey and many others I know also did. Did you?

QNI isn't Northern Ireland. It is part of the broader Q plate system and most likely refers to a registration done on specific or individual circumstances, and example could be when the history of the vehicle cannot be traced.. ChatGPT is so handy...
I love to see cars from my youth and childhood on the road but sadly very rare. Having owned so many cars that are now classic that brighten an old mans day any change of any rules would be so sad 🥵
There has been talk of these changes to classification due to modification happening for some time. What I think the DVLA's take on this is, if the car came out of the factory with what ever spec, then that is how your classic/historic vehicle should be to be classed as such. I don't think there is a problem with components such as tyres ie; Cross ply swap for Radials, as long as they are of the same or near as dimensions. I think it's when a car left the factory as for example an 1100 L and all of a sudden 40 years later has reached a spec of an RS 2000 or above, which in such a case is obviously not still an 1100 L and has to be classified as something either custom or highly modified and in all fairness falls out of the category of being either a classic or historic vehicle and has therefor to be classified accordingly. It's a bit of a blow for the people that have gone to great lengths to build a car to a high standard and high spec with components that could fall foul of these new standards that seem to be coming into force, But as the old saying goes "you can't have your cake and eat it" so if you wanna own an RS 2000, that's exactly what you gotta get an RS 2000. I have owned and modified plenty of classics over the years, but never had the benefit of reduced Tax nor no need for MOT. Never bothered, just MOT'd n Taxed as a daily driver, but the problem today is DVLA have wised up to the amount of classic or historic vehicles that over the past few years have popped up requiring Tax exemption, it's flagged the money making machine into life, look at the amount of so called classics that are available today as unfinished project's, started during lockdown, many of these "classic's" will be not even come close to original factory specked vehicles. This creates another problem, when an un-suspecting hobbyist buy's one and has to either put it to spec or loose the vehicles status. My own opinion is it's all been good while it lasted and to be perfectly frank, most people I know that own 40+ year old cars have ridden the Tax exemption train hard and the realisation is slowly dawning that all good things come to an end, at least I hope that the outcome will still allow who ever owns vehicles that will fall from these category's to be able to afford to keep their car's on the road without extra tariffs being introduced in a new classification class. I do love to see these modified old cars out and about and I hope this wasn't taken negatively, I just think if I were to be in this situation I'd be planning ahead on the route I'd be taking in regards of de-modification/re-classification. I do think it's coming.

Ive got 4 classic Honda Motorcycles, two are / will be era correct aftermarket to the exact time modifications as would of or could of been. One is modified in the way it looks, as in different model gas tank, aftermarket and or different style body panels, otherwise the running gear is as was as standard, the other is a so say era correct aftermarket restomod, as in it has modifications from the same decade, with an engine from the latest itteration of the same engine, which is a 2004 model engine, but essentially its the same bike as it should be.
I have a opel kadett c which is from 1978. It currently has a 1.2 running around 80bhp - 285 cam weber 28/36 and chevette valves. Id be tempted to go for a small block z18xe running 125bhp. It currently is free tax and insurance is £130 for a year. I can see them charging a tax rate in time. Its current mods were done more than 32 years ago. Looking to run 195/60/13 instead of 165/80/13.
One thing to keep in mind not everyone can afford the Mk1 Escort they would have bought years ago so for example RS2000 , RS1600 mk2 twin cam so they put one together that is reliable and affordable to keep on the road plus better brakes and tyres on today’s road could be classed as essential as some old cars just don’t stop. I believe it’s not so much the classic car as it’s the treasured car that isn’t used much & kept with tender loving care
This year for the first time ever i really struggled to find anyone who would insure my restomod e21 bmw they really didnt like it . I only found 1 company that would & now it has to be garaged by midnight .
My car insurance is kind of a nightmare mate. I like to be fully legal but because I need a classic policy, that allows for modifications, that allows for a high annual mileage, that also allows for business use. I luckily found one company that is suitable, but it’s pretty expensive. 👍
We may have to invest in a traller for them to a track etc them all over the place, but if it is a traller car, we still dont pay the tax, cos you will give the gov the middle finger and say NO!
My escort was taken off the road by Mr Bobby and I got it back 2 months later with a 50 page list of things to fix. No insurance company would touch it.
They would be at a big loss is everyone did not use there classic cars, or at least only the anoraks use there classic cars , not many of them with there trailer queen.
You could argue that the modern engine is just an easier to source replacement. I like the modern engines because they make more power easily. . . . But don’t tell the DVLA that! 😀

Your lucky your not in NZ where you would require to have a certification process (around $1500nzd) followed by a safety inspection every 6 months ($85nzd each time). Plus rego. When certified you are fixed to those modifications, can’t even change wheels or tyre sizes
It’s looks like there going to go down the same direction as European route If your car is over modified to the point that the model of car was first design e.g changing engine from original to another one e..g cross flow to Zetec it would not be allowed to be used as the design of that engine wasn’t in the car from original manufacture Homologation.
Sounds to me like they are trying to emulate the German TÜV system where possible. Cars only have to be 30 for that though. The fact TÜV can be difficult to get has lead to a huge reduction in the amount of people that fix their own cars. The Germans tend to drive newer cars. They do like old cars but not to own. The weather is Generally better in Germany than the UK and older cars are exported when they get a bit long in the tooth. The weather rots out UK cars and the resale market is reduced because the cars are right hand drive. 😊
Classic cars are only exempt from mot if they havent been extensively modified beyond their original specification......this is why for example owners of mad max modified ford Falcons cant get them made road legal in the uk....because they were not in the mad max configuration when it originally rolled off the production line.....if one has a 40 year old bare bodyshell then completely builds it to a modified spec tomorrow.. it dosent make the end result a 40 year old classic car
If people choose to mod a classic then it should be a nut and bolt mod only ! Cutting and chopping i dont aggree with to be allowed to keep the classic status ! Nut and bolt mods can be re corrected when needed so makes more sense .
I'm going to annoy many, I believe that a classic car should only be classed as a classic if it's as it left the factory, the only differences I would allow are changes to tyres and those that were modified for motorsport when they were sold new. I don't go to a car museum to see a classic car that had a zetec engine fitted five years ago, I want to see it as it left the factory as near as possible.

Wow. You hate the rich government. I think people who do engine swaps and loud exhaust . Should tell DVLA. As when the vehicle came out. It had a small BHP engine. People fit 2x and more power BHP engines. In these vehicles, but don't want to pay road tax. Think the vehicle should be checked every 2 years. On safety. As like one of ur cars has rust areas. Some classic cars do low mileage a year. So rubber steering and suspension parts wear out and not all owners know how to do safety checks. Other than basic checks like tyres, lights, windscreen wipers and steering. If you strip out the interior and put in bucket seats and seat belts in. Roll cage. Should tell DVLA because it is a safety mod. The value of ur vehicle changes too. The value of the vehicles could go up on the insurance or go down because of the mods. Even if you spent more money then the standard value.
As a retired engineer with many years spent in workshops repairing vehicles i am happy that any vehicle that i have owned including a few classics have allways had an Mot inspection its so easy to put on a pair of rose tinted glasses when looking at you own car . If however and independent third party checks over the vehicle then you can say at that point the vehicle was considersd safe for road use . This would give some feeling of protection if the vehicle was involved in a accident and the other party claim you vehicle was not safe due to neglect as no inspection had taken place for a number of years .
When I last renewed the insurance on my classic (a 1955 motorcycle) I asked the insurer if they would like me to get it MoT tested. They said not to bother. That bike passed its tests, in my ownership, when it was treated as a modern vehicle with no dispensations.

Marcus can only drive one at a time and nobody is manufacturing 40 year old cars. They are already out there and paid many £1000s in VED before reaching exemption. The numbers will drop, as there is very little from the 80s or 90s left to get there, after the scrappage schemes and previous ending of 25 year rule, that made them less worth preserving for so long.

By you changing a tunnel to a larger one has made you lose 5 points so therefore it now needs to be inspected and will no longer qualify as historic! All cars should have a MOT type inspection to check suspension, and lights at a minimum. TAX should be paid if you are using a classic if vehicle is used on the Road for more than 500 miles a year (or something like that) after all wear and tear of roads should be paid for by users. You may work on your car and check everythng is road legal and good for road use but I am sure many think it is a free for all and don't check.
If you want the classic car hobby to survive it needs new blood (young people and what THEY consider to be classic). So for that to happen you have to accept you are (probably) part of the older crew, bite your tongue and welcome them on board . It's a bitter pill but you have to man up and get on with it.

Historic is usually built for purpose/factory built specialty cars.all of the MH cars will fall under modified classic and would still be liable for 6 monthly safety inspections, annual registration and a modification certification check. Doesn't matter what people answered in the survey, the government will just do what they want anyway. When there was the recent 'consultation' on poultry registration changes, 75% of respondents answered 'keep it the same' - only 13% of respondents supported the position that the government took, which is that all backyard chicken keepers now need to register with DEFRA even if they've only got one chicken as a pet in their back garden. 😠
It was Labour that stopped the 25 year rule after their 1997 win and now we shouldn't be surprised by this, as they just got back in again.
As always they cannot bear any potentially taxable item to go untapped.

The original reason for tax and motc exemption. Was to help people to be able to afford to keep classic historic vechiles on the road. As mainly they are just weekend vechiles for most people .this should stay like that, and any government that tries to change that will have a massive backlash from classic car owners and clubs.
Unfortunately, recent years have proved that most people will just bend over and accept anything the government throw at us! ☹️
This was very well known within the classic car industry, some very big names were involved in this and as they are purist they will go with the government to stop the likes of Marcus abusing the system

@@stevesmith9351 A lot of this new wave of “body swaps” going on which I’m really not sure about, basically welding A,B, and C pillars with the roof and rear quarters onto a cut down to floor pan monocoque of another car was never actually legal to my knowledge, and back in the day we just knew that if something like that was attempted it meant at the very least all sorts of VOSA SVA heartache that would see you 100% getting a Q plate even if you managed to get it through that and then it being a nightmare to insure, but now people just seem to totally forget about/ignore all that 😂
I did not fill out the questionnaire as it became quite clear that the questions were extremely loaded to steer a particular outcome of more hoops to jump through for the enthusiast
I took part in the survey but the questions are worded in a way where no matter what you say it can be interpreted however they want. Our minds automatically think about how we restore and modify our old fords, but when you consider things like converting a classic car to a pickup, or turning a car into a stretch limo or a minibus then obviously you want more checks for that kind of change and need to answer the questions with that in mind. But then those answers can be deemed as us saying "yes we want more regulations on our classics". You can't win.
This is the worrying thing mate. It just seems like the questions were just asked in a way to basically justify any upcoming law changes they have already pre-decided to make! ☹️
They are going after the modified cars, you can see this lately, they don't like car meets etc And generally they hate motorists, even though they gather massive tax revenues from vehicles!

I remember it taking me all evening to fill that “Consultation” in, it’s a regular theme of any government consultation/questionnaire, make it lengthy so most don’t bother and we can still say you had your chance to comment/get involved 😂

Hello Marcus i have been a fan of the channel since the early days and love Esther but have to say that Esther is a perfect example of what the DVLA consider significantly modified. she has only the shell and a very small amount of the 1300 E parts she originally was, even the gearbox tunnel has been modified. what they want is original parts or like for like parts Esther has different engine box axle suspension and much more please know this is in no way a dig at you and Esther its just an opinion of how i read the information lets all of us hope that they take the saying if its not broke dont try to mend it keep on keeping on with the great content and you and Cat have a brilliant Christmas and a happy new year
If a vehicle is presented in its as original or in a state of modification being a state of enhancements to the original, then I don't see any way they could say it would be illegal.
I’d rather just not have to tell them my modifications, and then just assume that my cars are still eligible for free road tax etc. 😀

Just bare in mind it was the previous government who started this survey. I own 3 classics and would be happy to have a road worthy test but maybe every 3 years and a FREE test with flexibility concerning any repairs, eg more than 7 days..
Historically people have modified cars from year dot, even when they were current cars. The mods are as much a part of historic vehicles if not more. I see plenty of historic cars with electric fans, powersteering etc, with the owner claiming it is stock! Just look at current cars, enthusiasts modify them - if these new modified cars survive long enough will they not be able to gain historic status?
Modern garages don't know how to work on old cars and don't know what they're looking at with them for safety purposes. I do however anticipate ruling that only period correct modifications will be allowed to maintain reg, such as pinto engines mates to type 9's, st170 lumps and mx5 boxes I fear will be deemed too modern or extreme,,, but let's not live in fear!
The Big issue with the modified car is that if they have a test they can look for that hole in the bulkhead so that is something to stay away from! Remember it’s not about losing free road tax and mot YOU WILL LOSE YOUR REGISTRATION then that can has to go through a new kit car test and good luck with that some old cars won’t go through due to body shape etc!!!!!!!

If you're classic car is over 35 years old it automatically becomes exempt. But watch this space they will lift it .ive said this for many years now.

So as so input the conservatives stoped the 25 year classification. By the time labour got in the cars that were 25 years when rolling eligibility stoped were 40 so they made it 40but once again rolling.

Converting classics to electric is sacrilege and should rightly be banned or taxed.
Modifying classics has been going on since before they WERE classics, 2 of my 3 Vauxhall powered Triumph cars were built as such before they became VED free. All were built to conform to the infamous "8 point rule" The rule has many eccentric parts and many others that are open to interpretation. Lots of people hate the restrictions it imposes on our imagination.
I personally don't LIKE it, but it's the framework we have to work with, it's better to have this than a blanket ban on mods.
Also the 8 point rule isn't a total limit. You can build whatever you like, but if it's outside the limits of the 8 point rule, then the car must pass a not very sensible "BIVA" test, carry a Q reg plate and pay VED in perpetuity. But do all this and the fruits of your labours will be allowed on the road. I just regard the extra hassle of the BIVA etc to not be worth the candle. So I stay within the 8 point rule.
My sort of modified cars are still VED exempt but DO need to be MOT'd annually, which I don't personally regard as a bad thing, even though I WAS an MOT tester before I retired, I still think it's a good idea to get a second opinion from time to time! If I had to go back to paying VED so I could keep my modified classics, i'd do it! Though I might cut down on how many I have, the pension only stretches so far!
You are going through all these points and saying "Oh yeah the Govt want to end private car ownership" which is true and it's not only modified cars. But the votes recieved seem to show the voters favour more restrictions on modified cars. Or do you feel it wasn't a fair vote? I replied to this survey and many others I know also did. Did you?

QNI isn't Northern Ireland. It is part of the broader Q plate system and most likely refers to a registration done on specific or individual circumstances, and example could be when the history of the vehicle cannot be traced.. ChatGPT is so handy...
I love to see cars from my youth and childhood on the road but sadly very rare. Having owned so many cars that are now classic that brighten an old mans day any change of any rules would be so sad 🥵

There has been talk of these changes to classification due to modification happening for some time.
What I think the DVLA's take on this is, if the car came out of the factory with what ever spec, then that is how your classic/historic vehicle should be to be classed as such.
I don't think there is a problem with components such as tyres ie; Cross ply swap for Radials, as long as they are of the same or near as dimensions.
I think it's when a car left the factory as for example an 1100 L and all of a sudden 40 years later has reached a spec of an RS 2000 or above, which in such a case is obviously not still an 1100 L and has to be classified as something either custom or highly modified and in all fairness falls out of the category of being either a classic or historic vehicle and has therefor to be classified accordingly.
It's a bit of a blow for the people that have gone to great lengths to build a car to a high standard and high spec with components that could fall foul of these new standards that seem to be coming into force, But as the old saying goes "you can't have your cake and eat it" so if you wanna own an RS 2000, that's exactly what you gotta get an RS 2000.
I have owned and modified plenty of classics over the years, but never had the benefit of reduced Tax nor no need for MOT.
Never bothered, just MOT'd n Taxed as a daily driver, but the problem today is DVLA have wised up to the amount of classic or historic vehicles that over the past few years have popped up requiring Tax exemption, it's flagged the money making machine into life, look at the amount of so called classics that are available today as unfinished project's, started during lockdown, many of these "classic's" will be not even come close to original factory specked vehicles.
This creates another problem, when an un-suspecting hobbyist buy's one and has to either put it to spec or loose the vehicles status.
My own opinion is it's all been good while it lasted and to be perfectly frank, most people I know that own 40+ year old cars have ridden the Tax exemption train hard and the realisation is slowly dawning that all good things come to an end, at least I hope that the outcome will still allow who ever owns vehicles that will fall from these category's to be able to afford to keep their car's on the road without extra tariffs being introduced in a new classification class.
I do love to see these modified old cars out and about and I hope this wasn't taken negatively, I just think if I were to be in this situation I'd be planning ahead on the route I'd be taking in regards of de-modification/re-classification.

What if the car is modified with period correct parts tho like a eg a 850 mini with a 1275 and built like a Cooper would have been done at the time

Ive got 4 classic Honda Motorcycles, two are / will be era correct aftermarket to the exact time modifications as would of or could of been. One is modified in the way it looks, as in different model gas tank, aftermarket and or different style body panels, otherwise the running gear is as was as standard, the other is a so say era correct aftermarket restomod, as in it has modifications from the same decade, with an engine from the latest itteration of the same engine, which is a 2004 model engine, but essentially its the same bike as it should be.
That’s the thing, all of our vehicles are modified in different ways / by different amounts. It’s potentially a confusing situation. 👍
@marcushayesford what I'm saying is there should really be no issue, as long as any modification is better than original and passes as road worthy.
I have a opel kadett c which is from 1978. It currently has a 1.2 running around 80bhp - 285 cam weber 28/36 and chevette valves. Id be tempted to go for a small block z18xe running 125bhp. It currently is free tax and insurance is £130 for a year. I can see them charging a tax rate in time. Its current mods were done more than 32 years ago. Looking to run 195/60/13 instead of 165/80/13.

One thing to keep in mind not everyone can afford the Mk1 Escort they would have bought years ago so for example RS2000 , RS1600 mk2 twin cam so they put one together that is reliable and affordable to keep on the road plus better brakes and tyres on today’s road could be classed as essential as some old cars just don’t stop. I believe it’s not so much the classic car as it’s the treasured car that isn’t used much & kept with tender loving care
This year for the first time ever i really struggled to find anyone who would insure my restomod e21 bmw they really didnt like it . I only found 1 company that would & now it has to be garaged by midnight .
My car insurance is kind of a nightmare mate. I like to be fully legal but because I need a classic policy, that allows for modifications, that allows for a high annual mileage, that also allows for business use. I luckily found one company that is suitable, but it’s pretty expensive. 👍

I've got a pa cresta and a wolseley 1660 but they are not modified apart from the pa having a 3.3 straight 6 engine in out of a pc cresta

Your lucky your not in NZ where you would require to have a certification process (around $1500nzd) followed by a safety inspection every 6 months ($85nzd each time). Plus rego.
When certified you are fixed to those modifications, can’t even change wheels or tyre sizes

If your car is over modified to the point that the model of car was first design e.g changing engine from original to another one e..g cross flow to Zetec it would not be allowed to be used as the design of that engine wasn’t in the car from original manufacture Homologation.
Sounds to me like they are trying to emulate the German TÜV system where possible.
Cars only have to be 30 for that though.
The fact TÜV can be difficult to get has lead to a huge reduction in the amount of people that fix their own cars. The Germans tend to drive newer cars. They do like old cars but not to own.
The weather is Generally better in Germany than the UK and older cars are exported when they get a bit long in the tooth. The weather rots out UK cars and the resale market is reduced because the cars are right hand drive. 😊

Classic cars are only exempt from mot if they havent been extensively modified beyond their original specification......this is why for example owners of mad max modified ford Falcons cant get them made road legal in the uk....because they were not in the mad max configuration when it originally rolled off the production line.....if one has a 40 year old bare bodyshell then completely builds it to a modified spec tomorrow.. it dosent make the end result a 40 year old classic car
If people choose to mod a classic then it should be a nut and bolt mod only ! Cutting and chopping i dont aggree with to be allowed to keep the classic status ! Nut and bolt mods can be re corrected when needed so makes more sense .
I'm going to annoy many, I believe that a classic car should only be classed as a classic if it's as it left the factory, the only differences I would allow are changes to tyres and those that were modified for motorsport when they were sold new. I don't go to a car museum to see a classic car that had a zetec engine fitted five years ago, I want to see it as it left the factory as near as possible.

I've built fast cars and bikes, I did a 2.1 Escort MK2 in the 80's that was quick, I've made fast bikes too but the moment you change them from original they're just modified versions.
And where exact parts arnt available, would reasonable substitutes be allowed.

People fit 2x and more power BHP engines. In these vehicles, but don't want to pay road tax. Think the vehicle should be checked every 2 years. On safety. As like one of ur cars has rust areas. Some classic cars do low mileage a year. So rubber steering and suspension parts wear out and not all owners know how to do safety checks. Other than basic checks like tyres, lights, windscreen wipers and steering. If you strip out the interior and put in bucket seats and seat belts in. Roll cage. Should tell DVLA because it is a safety mod. The value of ur vehicle changes too. The value of the vehicles could go up on the insurance or go down because of the mods. Even if you spent more money then the standard value.

As a retired engineer with many years spent in workshops repairing vehicles i am happy that any vehicle that i have owned including a few classics have allways had an Mot inspection its so easy to put on a pair of rose tinted glasses when looking at you own car . If however and independent third party checks over the vehicle then you can say at that point the vehicle was considersd safe for road use . This would give some feeling of protection if the vehicle was involved in a accident and the other party claim you vehicle was not safe due to neglect as no inspection had taken place for a number of years .
When I last renewed the insurance on my classic (a 1955 motorcycle) I asked the insurer if they would like me to get it MoT tested. They said not to bother. That bike passed its tests, in my ownership, when it was treated as a modern vehicle with no dispensations.
I will have the ones that pay the registration. You are tell them by their business and fix the roads are good cheese crooks as well as you do go cheers the crooks are still in people’s cars. The lady said people that do I update Car little bit so can sound nice and look pretty

Marcus can only drive one at a time and nobody is manufacturing 40 year old cars. They are already out there and paid many £1000s in VED before reaching exemption. The numbers will drop, as there is very little from the 80s or 90s left to get there, after the scrappage schemes and previous ending of 25 year rule, that made them less worth preserving for so long.

All cars should have a MOT type inspection to check suspension, and lights at a minimum. TAX should be paid if you are using a classic if vehicle is used on the Road for more than 500 miles a year (or something like that) after all wear and tear of roads should be paid for by users. You may work on your car and check everythng is road legal and good for road use but I am sure many think it is a free for all and don't check.

25 year old car is not and should not be a classic ie: 1999 Honda civic is not a classic.
Our car club considers classics as being pre 90 build.
Well that's not the case in the uk as I've owned 1997 and 1998 toyota starlets and there on classic insurance therefore there a classic
If you want the classic car hobby to survive it needs new blood (young people and what THEY consider to be classic). So for that to happen you have to accept you are (probably) part of the older crew, bite your tongue and welcome them on board . It's a bitter pill but you have to man up and get on with it.

Historic is usually built for purpose/factory built specialty cars.all of the MH cars will fall under modified classic and would still be liable for 6 monthly safety inspections, annual registration and a modification certification check.
