I always wondered WHO made these determinations -- knee length skirts from 1926 to 1930 then long dresses till around 1940 when they went up again. Then down again in 1948. Up in 1960 and up up up and away till the mid '70s. Now it's a free-for-all.
1940s was to save on fabric due to great depression and WWII, 1950s was post war era and people had more money to spend on designer clothes hence fuller skirts which requir more fabric to produce. 1960s was the 2nd wave feminist movement with invention of miniskirts, around mid 60s actually. Late 1960s - 1970s was actually a mixture between long and short dresses / skirts. And also it became a norm for women to wear jeans and pants!

And the United States, whose film industry had already been booming, rose to the top of the heap. Thus, Hollywood's world-renown movie stars began influencing fashion, which continued with the advent of sound in 1927 through the Golden Age (1930s-1960s) to even now.
Yeah I am a guy and I am one of those guys that wears knee length skirts, I own four. Just being a guy with long hair that wears skirts, has nothing to do with nor does it determine my sexuality.
