I think that's the problem.
People may be are not aware about the nerfs on buddy barrier and score shield.
I think that's the problem of seeing such builds still in such a meta.

Can we please get rid of volt tackle or nerf its dumb range or its cc, pikachu doesn't deserve to have such nonsense cc as an attacker
I think making volt tackle an aiming move instead of point click might be better
