Using items the Pokémon can't utilize should be bannable (i.e. a Charizard using special specs)
Or the game could not let you do that in the first place. The game itself can teach people that. Not people fault imo

There are some battle items that, despite upgrading the incorrect offensive stat, are still better in terms of secondary effects. For example, Mewtwo Y with rapid fire scarf and muscle band is core for its set despite being attack-boosting items. Banning an item that does not correspond with the Pokémon's attack stat would be tricky.
