These are the so-called Crane Houses („Kranhäuser Köln“)Two of them are office buildings, and one consists of residential units. The apartments usually cost several million.

The city center and old town are pedestrian zones.

public transport is mostly underground in the city. you don't need a car in cologne.

Cologne is still more pedestrian-friendly and less car-centric than the vast majority of North American cities. Public transit is pretty good too.
