With the passing of the Bipartisan Safer Communities Act and ATF changing the wordings redefining who needs an FFL before selling a firearm, how are these changes in federal laws affect Californians with regards to private party transfer?
It doesn't unless you sue the state, but the state will simply state that you already can sell your firearm to anyone you want providing they are not a prohibited person and of course to prove they are not a prohibited person you'll have to go through an FFL. Try fighting that one in the 9th.
