It's basically secondhand brand label clothing. If you need to *look* expensive for work, but have a low budget, those are the kinds of stores to try. I got a ralph laurent purse for 60$ that i've used for 3 years now. The only thing I had to do to fix it is sew a pocket that had a ripped seam, and replace the zipperhead as it had started to rust.
If it was an outlet she wouldn't be surprised at it having the original tags. I live in an expensive area where the local goodwill sometimes ends up with expensive designer stuff because there's rich people to donate it. It can happen. (And yes, with original tags saying its originally $2k, you bet a goodwill would be charging something high than the average dress)
Based on her shopping bag, she went to Wasteland, which is this thrift/vintage shop on Melrose that sells used/brand new designer name brands. I bought pieces from that place ranging as low as $5 to upwards to $500

Meaning consumers are paying more for the "name" of a brand than the actual material/labor time cost of the product. Meaning... brands are overpriced because you pay extra for something intangible
