You should be able to run away after using an item for a few seconds! That's how the Worms games work! It would help prevent clumping up of characters and would facilitate using more of the map.

On Worms there was a little Timer after using an item, where you still could move. You could set a rule like after using an item you have one single jump.

My take on this concept is that: 200HP is way too high, and there is too much of an incentive on pushing the enemies.
Ranged Items are WAAAY too strong in the setting you got, moreso because they are one of the few items you can shoot until it's over (Steeldiver, Laser Gun, Rage Blaster, Staff)
Charging Might be needed, both for better throw management and making the close range Items correct (They leave you in a very bad spot since you can't move at all Afterwards + since there are no %, there is no knockback scaling)

Ryu and Ken should be allowed to use Shoryuken and Hadoken since those are actual weapons in worms.
