There is fee for local applicants even it must be paid by every credit hour as the aviation given the courses so you are not right 125 USD per credit hour for local applicant and 400 ETH birr for register

The fee you just mentioned is for 12th complete students who want to get a Bsc degree in different degree programs like Aeronautical Eng, Aviation Mgt, etc. These degree programs are given at Ethiopian Aviation University. But as I said, the pilot training for local students is free

You might get considered if you are willing to join the flight instructor role. They actually take applicants whose age is upto 28 (inclusive). I think this is answers your question.
