In season 3 Will becomes the most powerful of all. It's difficult to read him. It's difficult to see who he is manipulating. It's more like he controls everybody in his desire. I don’t know if he tricks Jack because he wants to see Hannibal because he's read the letter or he just wants to use Hannibal. Hannibal knows Will's power and does not easily heed.
