Local population per capita is currently second highest in the world, making it the world’s richest city state, with a huge millionaire/billionaire local and expat community. It certainly ain’t broke. You also cannot compare hosting Commonwealth Games with multiple venues to hosting a single WTA 1000 one-week event at a single venue.

Buy a nose bleed seat and then make your way gradually down to court side. I keep thinking if I make screen smaller, there will be some more people. One time, I at an ATP tournament in N Conway, NH, and the 'stadium' court very small. At 4pm, all the box seat people gone. Sneak down. No one say anything. Watch Lendl from 15 feet away. I would like to see more people, watching a pretty solid player, like Kenin. Maybe people still practice pandemic era code in China. No come out.
