Exactly. Same thing happened to me and my mum. She was driving down the main road at night (no streetlights) when we saw up ahead a car pulled to the side of the road, and a police car parked in front of it with an officer talking to the driver of the car behind through their window. No blue lights on. No tape. No signage. My mum, assuming the other car was being stopped, slowed down, came to a halt behind the other car, indicated to move around, waited until the police officer had seen that she was indicating with intent to go around, waited another few moments to see if there was any reaction, then started to pull around. Like a rabbit out a trap, another police officer burst from the police car right into the way of my mum's car. Fortunately she'd barely began to pull around so she hit the brakes on time. This police officer then begins to shout at her, insult her, belittle her, demean her, question whether she was drunk, question whether she was capable of driving etc. For the record my mum has been driving for over fifty years and has never got so much as a speeding or parking ticket. After literally five unbroken minutes of the police officer not only unleashing a tirade at us, but also talking over us the moment we tried to ask him what this was all about, he smugly harrumphed and said 'The road is closed! Did you not see the sign?!' before launching into another foul tirade. When he eventually stopped, my mum asked where this 'Road Closed' sign is. The police officer then, and I shall remember this to the day I die, marched over to the rear of the police car and pointed to a 'Road Closed' sign that was hidden from view of the roadway as it was placed between the boot of the police car and the bonnet of the car behind. When my mum said the sign being placed where it was means it isn't visible from the roadway, the police officer sneered again and snapped 'Well every other car has seen it!' My mum then asked if up until that point there had also been another car parked directly in front of the sign. The police officer made a dismissive gesture and quite literally told my mum to 'turn around and fuck off.' I shouted after him what was his name and collar number but he completely ignored me and got back into the car. Sometimes the police are right, but more often than not they're incompetent fools who know they can bully other people or the legal system into divesting all and any responsibility for their own idiocy from them.
There is always a "serious incident" in London. It isn't shocking to Londoners, who have become somewhat immune to it. They just try to make do and carry on.

Police officers need to get out of their car and properly direct traffic in this type of situation. Otherwise you get confusion, which is what I am seeing on this video.
Sounds like you're part of the problem. It was parked blocking the entire road very clearly. You can see there is a lot of emergency vehicles further down... it's not rocket science...

He wasn't blocking the road off, he was ambling about confused about what he was doing which leads to other drivers getting confused as to what they are supposed to be doing. The gave _one_ hand signal, and that was a vague 'I don't know what's happening ' wave. If you turn to the back of your copy of the Highway Code there are hand signals that all drivers are expected to learn, understand and obey when used by police or traffic wardens to direct traffic. Shame our police driver never learned or remembered them, or got out of his car and used them. Utter incompetence at work.
