You can find him next to a crashed boat, when you go to loot him he'll appear dead, come back to tell Arthur or John to deliver the letter, and then dies for real. You can't actually deliver the letter, but you can read it in your inventory.

The main reason he picked up a shotgun in this scene is that he suspected John to be a pinkerton or a bounty hunter.
