The Oconee nuclear Station is nearby. I think that the rotating one is for the power plant and the other one is used on campus for tornado or lightning alerts.
They have one for lightning (not heard here). The first you hear is the siren for Oconee Power (nuclear plant nearby) and the second one is tornado (maybe other severe weather just not lightning)

Second, they rarely activate the sirens just for testing. So far, they’ve only tested it once this year. They’re mainly used for lightning and severe weather warnings, and they’re pretty effective.
All I can say here is WOWZERS!!!! This is like a siren concert, folks, predicting our impending Armageddon and doom!! And I must admit I'm NOT a doomer and gloomer type. I try to remain positive in such regards, mainly because I'm a Christian - but I still feel like I'm bound for eternity in HELL!!
