29°c is a good temperature for breeding them, if you just want to keep them as it is 25°c will also work.

How many watt heater is suitable for 3*1*1 sized tank
You can use whatever wattage heater you want , a 50 W heater will take time to heat the whole tank while a 300 W will heat faster.

According to Indian climate, you don't have to use heater in Summers, and in winters you should use it all day. Also depends upon which fish you are keeping.
Which heater is best thermostat or sobha
I don't know about sobha, but you can go for brands which give some warranty like, eheim, fluval. In my personal experience sobo is working good for me.

Try to set it at 29 or 30 see if it works or not. If still not working then may be damaged, you have to change it.
