Looks like a horrible idea. Not sure what is really being accomplished here. Seems like you would over pressure lines to houses. Get almost same results from just flowing the hydrants some I would think. But I guess someone much smarter than me thinks otherwise, or at least fooled someone.

Work in water utility for almost 20 years water lines get nasty in ask anyone who does water taps
There's fire plugs where I'm at that haven't been touched in 20 years and some over 30 years
Supervisor always shows up and interrupting work asking why are you doing that
