Hey JRK :) I can start by pointing you towards this series of mine

Then I can say that the best locations to build where you can have plenty of space is either on top of water or at the airfield. On top of water is kind of tricky, at least when I built it, cause trees were not respawning and there were not so many building structures to play with. Now should be easier cause trees respawn and you can choose different structures to play with. You can get inspired from the series above by swiping through the videos.
Now at the airfield will be another challenge, and that is (at least as far as I can remember) you can only get there by playing the story mode. I might be mistaking, but when I reached that place was possible only in story mode.
Last but not the least, choose a place that has water nearby (case there will be seasons in game, like dry season and rainy season and you will need water for building such a big thing :D ), then take into consideration food and resources (basically if you have trees you can mostly build anything), and the most important, try building it on a co-op/ multiplayer server. This way you will be able to invite friends into you city, sell them a room/ a house, make it fun :)
