I was asking myself this same question. I came across this video because I used my broiler for the first time and ended up with a small fire (didn't use a broiler pan, just used a baking sheet). I think the water prevents the smoke from occurring, see this video about a Brazilian steakhouse at roughly 6:40 they mention the same thing: ua-cam.com/video/ZKPWWl1WAiI/v-deo.html - smoke occurs when the grease hits a surface, but with water there is none.
