Im a singed main, you should try this build where I go Arcane Comet instead of Phase Rush, and secondary you go Tenacity and Last Stand. It does great damage, you should try it. For build it depends, priority should be boots of Swiftness ofc (i only take Mercury Treads if enemy team have a lot stuns and CC) and then Liandry and Cosmic (depends on the matchup, but i prioritize liandry mostly) and then Rod of Ages and for final items Unending Despair (if against mostly AD) or Hollow Radiance (if against mostly AP) and then Jak Sho.
i generally agree with your surrender comment, but if i were up against a draven that had a mega fed tank line i might be persuaded to ff

Shadowflame + coup de grace for executioner singed
Lich bane -- seems like a decent item on singed now with +8% move speed
No boots build + lots of items with +% move speed
Simplest way to balance demolish came to me watching this video:
A bigger % current hp instead of max hp. Would in turn buff e.g warmogs.

would rod of ages be good with the build?
I played a few games of singed with grasp and my damage and healing with grasp was higher than I normally get with conqueror most games.
Thats because conq is bait trash from the stat sites

This guy got t1 to 3 on top close to solo (bit of help from trundle and shen). T1 bot solo, t1 mid down to 40% health solo... and he had a major presence during the game.
