As someone who run 257 on 4" for like an entire year now, I think it's very good, has great acceleration compared to other drives while having massive torque so you fling anyone in your way to one side with ease, but at the same time it is slower and can struggle a lot if other robots are faster, I would say B tier is a very fair placement
After seeing many teams run 3.25 600 i think that 2.75 600 is fair, basically same speed as 480 3.25 but no gears and tiny wheels, that's the goat in my opinion

Goated video. I think specifically for over under 300rpm on 4" is a-tier purely because of its capability to run a raised middle 3.25" wheel

I run 400 rpm on 3.25" wheels with green motors on 72T to 36T. Where would you put that ratio on the tier list
I run a 360 3.25 with 6 motors and I can hardly handle it but I will get better

whaaaa, 3.25 450 can do 3 hole gap but 2.75 450 can't without beveling gears. Those two need switched now!
