- According to enforcers, this rider ran away when they tried to flag him down for riding without a helmet.
They said that although no one was chasing him at the time, he got worried when he saw more enforcers up ahead and tried to make a sudden u-turn.

People do always hop on the bandwagon of "kawawa naman yung mga driver, naghahanap lang sila ng hanapbuhay".
When in fact, daily commuters who go to their jobs are those who are truly affected. Naghahanap buhay din sila.
Jeepney drivers do not care if you're late if it means they'll have more passengers. They have no schedule after all.
Jeepney drivers do not care if you're having a hard time getting on and off the jeep. They're comfortable where they are seating.
Jeepney drivers do not care if you're allergic to cigarette smoking, they'll smoke anyway.
Jeepney drivers do not care if they hit pedestrians or other vehicles on the road, "pasensya nalang".
Jeepney drivers do not care if they're causing traffic by offloading and onloading passengers in the middle of the street.
Despite all this, the modernization program is all for their benefit and for the commuters.
Their standardized salary wouldn't cause them to greedily wait for more passengers. This fixes the traffic they cause and the amount of time commuters have to wait.
They will have benefits. SSS, PhilHealth, etc.
We will get rid of illegal drivers, which means commuters are safer on the road.
If they get into an accident, there will be accountability. Hindi "pasensya nalang".
Say NO to delaying the Jeepney Modernization any further.
There are more commuters than there are drivers.

The LGUs, particularly, the Barangay officials, are totally useless when it comes to enforcing laws and ordinances within their jurisdiction. Look at how awful almost all city and barangay roads in Metro Manila. Videos uploaded here are prime examples of the fact the citizens no longer see these "officials" to be competent enough to perform their duties, that they sought help from MMDA. The actions of most barangay officials reflect their primary motive for holding office, do whatever it takes to retain votes at the expense of law, order and progress in their areas. Why do some of these riders have to ask if they could wear slippers when it’s raining? And have they not heard of these rubber clogs that they could get everywhere from local markets to malls to online stores, from as low as P300 to branded ones like Peak and Xtep for about P1.5k? These rubber clogs must be one of the best things available for riders. They’re comfy, they’re easy to clean, no problems getting wet, and completely covers your feet hence safer to wear vs an ordinary slip-on plus it’s allowed by the MMDA.

Need to really increase the fines, confiscation of license, DOT HAS TO ensure that all motorcycles & cars are insured.
Higher fines, 2X apprehension = double the fine, seminar, points on license & license confiscated.
Never going to stop until stricter rules are enforced.

I was driving around Metro Manila today and sadly a lot of these enforcers (not all) aren't this engaged with their apprehension when there are no cameras rolling. Some areas I noticed are C5, Shaw (intersection to EDSA) and Nichols roundabout. There are enforcers but they're not apprehending motorists with these same offenses. That's just the reality of it because Bong and his team can't patrol the entire Metro Manila everyday. Madami pa din talagang tamad sa hanay ng MMDA.
There should be harsher penalties for drivers and riders that try to run-away from their obvious traffic violations, like automatic license revocation, vehicle in-question impounding, or in the absence of a license, jail-time.
Everyone including leaders know this... But DEEP ROOTED in our blood we are taught to forgive and to pray for people who shouldn't belong in society.

At the start of your video I saw they had stop a rider for not wearing a helmet then I saw the motor cycle on it side and the two riders where some how walking around. Surprise they are not dead. Please keep your videos coming

Just passed by this area this morning. Unfortunately, once the enforcers had gone, they went back to parking their vehicles on both sides again. Especially along Agno Ext near the Sanctuarium where passenger jeepneys are parked on both sides. There is barely enough room to pass by and it seems like they have turned the street into a terminal. Hopefully the LGU would take action on this since Elga Ave and Agno Ext is a very convenient route when you're entering the Skyway Onramp Southbound.

My tito which operate jeepneys along blumenttrit said that converting into modernized jeepney is really expensive. Need to sell 3-5 traditional jeepney to be able to purchase the modernized.

They need a law that prevents franchise vehicles from parking on the streets and only personal vehicles should be allowed to park on streets that allow parking.
It's already part of the franchise. But it seems that generally it doesn't really matter whether you follow the requirements and rules of your franchise 🤷♂️
I always saw many driver and rider do both the "liko muna bago tingin" which is dangerous, ever since I learned how to drive, I now always look left and right before turning to different direction, even when I'm only walking/crossing intersection or riding skateboard/bicycle, better to be safe than sorry.

We watch other Manila traffic enforcement’s videos and we sometimes see riders who wears turbans, I believe they are from either India or Middle East, and they are not wearing helmets because of the turbans, my question is; are they exempted from wearing helmets because of religious beliefs (turbans)? It goes back to an old exemption passed by the DOTC - for followers of the sikh faith.
While some people are saying the exemption is no longer valid, there have been recent cases where enforcers had issued a ticket to a rider not wearing a helmet, it was appealed on the basis of that exemption for sikh followers, and the ticket was actually overturned, saying the exemption is still valid.
Its a good thing we have the mmda to enforce the law in metro manila but here in the province,the motorcycle & tricycles are king of the road,no license,no registration,no respect for traffic rules

I think we actually need more expensive scooters/motorcycles. Because these things have become so cheap that people simply look at them like they're toys or similar to bicycles. They don't see them as machines that have the potential to injure or kill you.
With regard to the traditional Jeepney I am appaled every time i go to Manila by the state of the majority of Jeepneys there . Many are made more out of filler than metal. And as you described bald tyres , very questionable brakes , no indicators , brake lights and even headlights at night , not to mention the plumes of oil and diesel smoke and fumes . I live in the provinces and here the owners and operators take a pride in their vehicles , The LTO strictly enforce the regulations and drivers are subject to random stop and inspection . You cannot tell me that the Jeeps in Manila can legally pass the yearly inspections for their brakes , lights and especially emissions and bodywork . Very strict enforcement and crushing non compliant vehicles should be the norm.

I love the "jan lang ako gang" hahaha! However please be advised upgrading or fixing old jeepneys are cheaper than forcing operators to buy a brand new vehicle that cost as much as an luxurious SUV. Remember operators earn only everyday minus the everyday or daily expenses. So there is a different eay of fixing old jeepneys other than replacing them with mini bus not a jeepney. Very horrible mandate.

If the LTO people do their job and thoroughly inspect PUVs every time they renew their registration then there would be less instances of broken tail lights, tires that need to be replaced, weak brakes, etc. It would be a much safer place for commuters & pedestrians.
That's what I've said many times. The Government don't need to perform any kind of forced "phase out".
Just make LTO give jeepneys a genuine inspection during their yearly registration. Things would happen naturally and PUV modernization would be on a better course.

nasa sarili lang talaga ang pagbabago, sa middle east, kapag wala kang helmet matik makukuhaan ka sa camera at may magtetext na kaagad sayo kung ano ang violation mo, at wala ka na magagawa kasi wala naman nanghuli sayo sa kalsada, camera lang, kapag hindi mo binayaran, hindi ka makakapagparenew ng lisensya at magkakaroon ka ng mataas na points hanggang sa mareach mo ang points kapag paulit ulit ka nagkakaviolation na hindi ka na talaga nila pwede bigyan ng lisensya specially kapag may reckless driving ka, hindi mo pwede sabihin na "dyan lang naman ako sa kabilang kanto kaya bakit nyo ako huhulihin?", wala silang pakealam kahit 10 metro lang kpa, basta sumunod ka sa kanila kapag nasa kalsada ka, hindi mo din sila pwede suhulan sa loob opisina nila, baka mas lalong hindi ka na magkaroon ng lisensya, kaya nasa sarili lang talaga ang pagbabago, mula sa opisyal ng gobyerno at sa mga kapwa motorista.

Check your Motorcycle,...
Does it have flat tire?
Is the signal light working properly?
Is the break light working properly?
Check if the engine light is on
Test your brakes
Wear a proper Helmet
Wear pair of Shoes
Bring your Driver's License when you drive
Bring your OR CR or just put it in your Motorcycle all the time(How's this even difficult to do?)
And when you drive
You should follow Signage

The driver of the car probably would have been arrested for reckless imprudence resulting in death.
Even if he's completely innocent in the eyes of an average person.
With a good lawyer and a dashcam, he would probably be okay, eventually. But it would still be a difficult and expensive time for him.
They create the discriminarion themseleves. For a simple ticket he risks endagering his partner and a bigger headache just to get a way.
If that happen in the USA they would automatically arrest that rider! That is a protocol or SOP! What if that guy is wanted criminal or has recorded history or intention to do crime?

I see that most of the people who like to defend against jeepney modernization, are people who don't even ride the jeep / they don't commute.
I mean, what would you rather sit on, a modern jeep, or a death trap?
It's as if jeepney modernization is a tactic to kill the poor, on the contrary, it literally is an act to make commuters (which is more common among the poor) have safer experiences.
To me, it's a simple choice.
It's either choosing the fewer people who operate barely working common carriers, or the majority of people who ride them.
"Sure", there are side-effects, but I'd still choose the majority.

Maybe they should start suspending the franchise of public jeepney found illegally parked outside designated garages. Most likely these are the same operators opposing to modernize to save profits for themselves instead of putting back money to improve their service.
Honestly a lot of them don't even have a valid franchise anyway.
That's why I'm nervous about the news that LTFRB might let some of the old bus operators return to EDSA.
The problems with provincial buses and city buses on EDSA were finally fixed, but now they're starting to slip back to the mess that existed before.
If LTFRB approves it, but can't do anything to actually maintain or enforce it, what will happen? A big mess again.
Just like the premium taxi vans... I've never seen one that isn't acting as a colorum van. No meter, overloading, blacked out windows, ulo-ulo charging, fixed routes etc etc.

Get a private towing company to do this work, give them the ability to charge a high fee for every tow. They will have no mercy because its all about the money and they will be in the right because they're serving the public good - clearing the public space from entitled drivers. If you can afford a vehicle, you can afford to store it properly.

I think they should not let other driver who have license “bail” the owner of the vehicle who cannot show or do not have a license to take the ticket. Thats kinda stupid. If you cant show a license thats clearly a violation! you get a ticket or get towed.
The thing is, illegal parking is a non-moving violation. Anyone can come forward to take the ticket and move the vehicle - as long as they have a license.
If it was a moving violation and the driver can't show a license, it would be impounded. No other person would be able to step in and give them license.
