    OK, let me summarize it: they are aware of the huge threat, they know it can actually happen anytime, and they have no measures whatsoever how to prevent it.

    The problem here is that the ideology that claims everyone has a right to free speech does not follow this up with the idea of how lying carries a penalty.
    Its time lying became an actual crime.

    Well, your word against Putin, I believe Putin all of the time. He is just great and you I don't know. I have been to Russia recently and also to the US. In the latter I felt observed, intimidated and overall subject to other peoples plans while in Russia I felt free. When I went for a walk in Washington near Rock Creek in december 2015, a Police car would stop and make me answer questions about what I was up to (going far a walk that was). I told them, nicely, I was not willing to tell them (because over here in germany and also in my mind that kind of question is considered invading peoples privacy). They responded, politely while making clear that they do with me what they like, that missing an answer I would have come with them. They left me alone when I told them I was just going for a walk, so nothing bad happend, except for the US beeing a police state 100%. To me, your country is just dark and ugly. Authorities mistreat you with the consent of the administration. In Russia there might exist rouge elements in the police and other instituations (although I didn't observe anything alike), while the Americans employ a state run system of repression.That is, btw, the opposite of qwhat I had internalized about the USA and russia. I just went to both countries and my opinion changed by 180 degrees.

      a whole lot of anecdotal non-evidence and cognitive dissonance going on with your thoughts here; perhaps don't make such rash judgments off of a single brief trip to either country? because your conclusions are actually about "180 degrees" away from being an accurate representation of reality...
