Interesting video - but help me understand something that I think I’m missing. Technically, going back to the full chasuble overlapping the arms is a “return to form” which historically predates to the early church up to the early Middle Ages. Isn’t that actually a return to more ancient tradition than maintaining the folded chasuble?

This is great, but I wonder what their reasoning for being able to us folded chasubles is? It's in conflict with the rubrics, so they must have some justification. I think many communities are afraid of the consequences of breaking the law, even if the law is bad.
@DasPolkameister In the '55 and '62 Missals folded chasubles may be used if there's no dalmatic and tunicle available.
