The Tak one is a shrine that one developer made for his dog. Numbers under picture are just the date of that dog passing away. At least that's how I would honor my own dogs.
I’ve played the game many times and that whisper has never happened to me, but if it ever did I think I’d throw my controller and turn off the console. Having it only happen randomly means it will catch you so off guard and seem so much more creepy then if it always happened
it sounds like its just the ambience file slowed down really far because the game doesnt continue to the next scene until you alt tab back to it so its just playing the same sound file really really slowly, maybe an error because it was programmed to play the audio until the next scene but the next scene isnt coming

Japanese speaker here: So for the Persona 3 "odd noises" they are basically of people talking and admiring someone. The girls were saying things as "Nooo" (Used multiple times in a teasing way, in a more "polite" way, and playing around), "What?", "Wait, really?", "Hold on..."(Conversation spacer), and "Cool" (in an admiring way, or saying "They're cool"). I didn't understand the male voices because of how quiet they were compared to the female voices. The ladies were also making sounds of amusement (which makes it sound "hentai" like), which is what you hear a lot when girls gossip; if you watch anime, you'd understand. Yup, it just typical mob voices, more precisely a girls talk mobs. Very common in japanese anime&game, but somehow the audio is just badly overlapped and it become scary.
So I feel like the weird sounds from Borderlands is actually just the main menus ambient sounds getting kinda distorted while minimized. Or maybe I'm wrong and someone at Gearbox just thought it would be funny to screw with people not paying attention.

The borderlands spooky audio is probably a sample rate artifact. Usually a game will utilize "exclusive mode" of your audio device, matching windows sample rate to the game's audio, but when the game is minimized, your default sample rate is applied. This usually creates some freaky sounds, usually slow and distorted.
Isnt it a combination of a ton of sounds from one of the characters in the game? Like, as it's supposed to be, the game should only display the correct one just one time, but moving to a non existant day triggered all of them at once

The amazing part is that OH isn't trying to claim any of the submitted discoveries for himself and grants credit to the original submitters. Production is good and the soundtrack fits the overall tone of the videos. I have 2 complaints when it comes to OH. The first is that the vids don't come out quick enough, I tore through the backlog and now I am stuck waiting for enough discoveries for the next vid. The other complaint... that FF7 April Fools Joke. Not cool OH, not cool at all.

I've noticed too that any time he can Oddhunter will go and play the game and find the Easter Egg himself. I could be mistaken in that he actually does this almost every time. Now that I think about it, he gives credit where credit is due so I think more often than not he does play through until he finds them unless he can't for some reason and then credits a different video.

11:50 the Persona 3 voice glitch sounds like a bunch of miscellaneous audio files. Specifically, it sounds like it may be one of the girl’s Japanese voice files. I never played 3, or P3P, so I can’t tell you if they’re used or not, but if they aren’t then there was likely an additional intended character that they cut out of the final game
Ive messed with the glitch be for and it only happens when I use the date changer and the game gets stuck in a one day loop with some text boxes saying test
P3P was huge as is, I don't think any of the new characters had audio at all, aside the new protag of course. And due to it's size it only has the region language, so english for english regions. The fact that this wasn't translated means it was never intended to he used anywhere. Also it appears to be a single audio file despite being a minimum of 2 distinct voices
I pretty sure the Persona 3 Portable one is suppose to be background noise when a scene is happening but the sound is turn way up. There is a scene early on where a character called Akihiko is surrounded by fan girls. I think this is the background noise for that scene.

it sounds to me like it is just a glirch from going outside the intended duration of the game, so it just tries to hold it together as best as it can, and chooses an audio file to play based on that. Ive never played the game, or any from the series, but there is the possibility that, internally, the days are just numbered, so that particular day uses that audio file at the start, or something about the day index is used as an offset into a sound table, and that is the corresponding file, so it just plays it. Seeing as the game is for a PSP, it was never going to be possible to change the date out of the specified region (I'm assuming, again, never played it), so it seems unlikely that there would be an easter egg for that
One might think this series will get stale over time but it surely isn't. It's middle in the night and it sure is creepy enough not to visit the toilet now. I do have my own eerie Silent Hill 3 experience. There is a moment a phone rings in this game. Played through the game with a few friends and we played it for long sessions, so we were mentally really nuts. The moment the phone rings in the game, in the exact same second my cell phone started to ring. Scared and picked up the call, some creepy voices were talking to me. Never actually knew who it was (most likely my girlfriend I broke up with a few days prior), but it scared the shit out of us. And god bless the patron who picked the fabulous name "I fart in elevators". Love it.

I was thinking. For the borderlands one put the audio into the thing that allows you to see the audio. I forgot what it's called. It's called like an audio spectrum. Idk what it's called but it might reveal more clues. Edit: A spectrogram! That's what it's called.
Gave it a shoot, seems like spectrogram yields nothing unusual, but good suggestion anyway. Usually when a sound file tries to "draw" something in spectrogram, it sounds a lot more unpleasant and distorted (if not ear-piecing), as it focuses on drawing shapes on spectrogram rather than sound quality.
@@jayhawk184 Well, even at 2x speed it still sounds like nothing I can recognize, but reverse is a possibility. As for reverse... Well, I downloaded the video as an mp3 file and put it in ocenaudio. Just reversing it didn't do much. It sounds very similar backwards. Reverse at half speed sounds a bit different. Almost like a high-pitched animal noise. 3x makes it more of a static noise if anything. I tried a few more combinations, but nothing beyond that. For a spectrogram you'd need to rip the original file so I can't help you much with that.
In WWE 2K16, there's a move called "The Worm" by Scotty 2 Hotty, where he does a series of theatrics before chopping his opponent's chest as he lies on the ground. you can assign this move to anyone in the game, but for some reason, trying to use it only results in showing the last few seconds of the theatrics and the move itself, as opposed to the full build up like it's supposed to. this even happens in the Move-set selection screen, where you can preview the move, but still only shows the final few seconds. however, the only way to trigger the full dance (to my knowledge) is immediatly performing The Worm after another called "Facebuster 5", and not touching anything else but the attack button in between. I'm not sure why this happens, but WWE games have had this same bug since The Worm was made available in 2015.
Speaking of WWF games, in the old WWF smackdown for playstation 1, you could use The Rock's People's Elbow and he would take off an elbow pad and then slam down on someone. The second time he used it he would take off the other elbow pad. But if you managed to use it three times in one match, he would just use the same animation as if he was taking off his elbow pad, but there was nothing there. Nice glitch broooo Not exactly mysterious but thats what this wwe post reminded me of lol
There's no "special condition" to do it, the characther just needs to have room to do the move (that's why your opponent needs to be far from the center), the facebuster you referred to was made specifically as a set up for The Worm (just like Scotty does in real life), so it places your opponent in the right position.
Maybe the Persona 3 easter egg was just several audio files played at the same time. Those might be girls talking before school at the beginning of the day. Not sure if that’s how it works in P3 (played it long ago) but it was like that in P5. Has the person tried to use a english copy of the game?
That's what it sounds like to me as well - it's not a valid date, so the game doesn't know which "start of day" audio to play and freaks out by playing a bunch of them at once.
Found a lot of curious things in Alien Isolation. There is a video screen displaying some sort of cryptology... Upper left large font: 027 Right side Row 1: TGHH1 15H Row 2: TTAOTP 467 Row 3: 4O12 TQBFJ Row 4: 0TLD 977 D Row 5: GILER INTE There are a LOT of odd clues that I have noticed here and there that seem related to something. Things like locked doors with either a large RED X or BLUE X painted on them. Information on Dry Erase boards like door codes (which I know are not in the game---least not any doors I've tried them on). There is a door with a cardkey OR code entry on it which has paint over the input of it... to date no one has opened that door. There are also ladders which have grates in front of them (inside vents) which I found odd. There are a few other clues.. one of them, an elevator door that opens once you set all the rewire boxes to turn ON the "Unstable system" (but you must do it for three rewire boxes in unison. There are radios across the game which can be turned onto the same frequency (unknown effect as of right now)... and one station plays a morse code over and over. Other clues I have noticed like messages referencing locker numbers in the Habitat wing... and sure enough there are lockers there with that number on it but they are closed and no interaction seems possible. Other things worth mentioning are computer terminals that have a second "Utility" after an empty entry. This is strange because if a terminal has an option it will not present a 2nd blank one. Difficult to explain this in words.. you have to see it for yourself. Also, when using those option there is a faint clicking noise associated with it that is not present on some other Utility options or "Error" slots on terminals. I think there is a BIG secret in Alien Isolation... maybe even multiple ones. This aside from the normal secret rooms such as the Tanaka room where his daughter's b-day is the keycode for the locker inside. It has crossed my mind that some things may be able to be interacted with even though no prompt comes up (like.. click E or hit X etc)... I wish I had some people helping me look. I could show some more odd things (I often forget to write down when and where in the game). There are even a few oddball things in some of the dlcs... that reference things in the main game (and vice versa).

Looking at a hex dump of data is usually done in the context of either debugging or reverse engineering. (Not solved by me, I found it online)
Hey oddheader, In CoD WaW, in the very first mission "Semper Fi", it takes place on a beach in Japan during a nighttime assault. There's a moment where one of your squad mates goes forward to check out a few relic-like statues, resulting in him stepping into a trap that hoists him in the air and kills him. To the right of this area are a few statues with wind chimes playing. If you turn the music down and sit by these statues, a very low quiet whisper will be heard of a man speaking what sounds like Japanese. It helps if you noclip through the ground in the area.
I think it was just the audio focus loss or something in the option, borderlands 2 has that option but idk what it really do but idk i don't play the first game

The message makes sense then if we assume the 'b' is also the result of a stray obfuscating hex bit like that 8, and some of the hex just randomly copypasted to try and scramble it. Placing the repeated letters in brackets: "Congratulations if you have gone [to the ext]ent of decoding this hex [dum]p."

There was a spot in Bully that always seemed like a secret to me when I was a kid. It's on the back of one of the buildings in Bullworth Town where you can see what looks like a garage with no door on it positioned too high up to reach. I always thought it might be reachable if you used the best bike in the game to bunny hop onto the nearby fence and then up to the opening, but I was never able to make the jump myself. I've tried to find anything else online mentioning the stop but nobody else seems to know what I'm talking about.

I feel like the Viper could have been the remains of an unimplemented system where at specific parts of a race random AI cars would blast across the screen to give a sense of there being more than one race at a time. Or maybe at some point, there were aggressive racers possibly associated with one of the main antagonists. Unfortunately, I can't make a better guess, the Viper being in the stock paint and mods doesn't help much with my second theory.
i’ve 100%’d midnight club 3 2 times, and i’m almost certain that the “ghost car” isn’t a ghost or bug or anything, its a detail in the track the car can be encountered even without taking off to another path, just hitting the 9th checkpoint trigger. it also has a cop spawn next to it, which is common in-game. the reason the car rams into the wall is because it probably wasn’t programmed to do anything after it reached the end of its programmed path, as the game doesn’t expect you to actually follow it to the end of its path. hell, a small bit of the race you actually follow the viper then veer off into the next checkpoint. tl;dr the car isn’t some strange mystery, its just a background detail

I remember that many ages ago I rented Legend of Zelda Ocarina of Time from a Blockbuster which was very odd. It had a saved file with adult link, all medallions, and none of the items you would need to complete each dungeon (also 3 hearts, but technically you can skip the hearts at the end of dungeons). While this all seemed like it could be done with a gameshark or some cheat tool, one very bizarre thing I remember was the right side of the temple of time from the outiside had an open passageway instead of being blocked by bushes and in that passageway was a character you could talk to. I wish I would've had the foresight to film it and could ask around in reddit about it.

For the Persona one, I think knowing what the Japanese is actually saying will give us our answer. To me, a layman, it kinda seems like a bunch of characters panicking about being outside of their set time line/universe. They aren't supposed to exist there. Like, a fourth wall breaking thing.
My first guess with that Resistance 3 figure in the window is that maybe it's a reference to the G-Man from the Half-Life series that you can see at multiple points in the game doing pretty much exactly what that model is doing, just standing ominously off in the distance watching the player's progress.
I'm not sure if anything more has been said about the creepy Borderlands sound in the past few months, but I have a possible idea for what it could be. And sorry this is a long explanation and I'm trying to be as least technical as possible. I'll probably rewrite it lol When the audio stinger plays during the gearbox part in the game startup - In total you hear a thud/splat, a boom, and some sort of impact that sounds like it was processed through a reverberation effect. After the impact rings out, it transitions to a clusterfuck of what kinda sounds like a bunch of layered debris sound effects, and more noticeably (and importantly) a very ominous scream. The scream at the very end of the audio clip was obviously ran through a handful of effects before being exported and placed into the game. Things like some light reverberation/echo, and distortion - Maybe a virtual vocoder, redux/bit reduction, etc. Those sorts of things. Anyways, those creepy sounds you hear at the end of everything (once all the sound cuts off), could just be unused sound effects. And the reason they sound so distorted and scary is because they may have been placed on the same track or in the same group of tracks as the scream sound effect. Depending on how a sound or audio engineer/technician does their audio editing, they can place effects (such as reverberation, distortion, etc) directly on to a track or group of tracks along the timeline in their DAW (digital audio workstation, Pro Tools, Ableton Live, etc). **So basically what I'm trying to say is** - Those creepy unexplained sounds you hear after the music cuts off is just a sound effect or group of sound effects that are being processed through the same things that the scream sound effect was being processed through - The same reverberation and distortion audio effects. Meaning that this unexplained sound was just plopped way way way down the timeline and used as maybe a "pallet" of sound effects, but then accidentally left there, then exported/rendered and used in the final product in the game. So as you sit and idle there in the game startup, you will eventually reach the part in the sound effect where the creepy noises start playing. Then you could argue that the effects don't sound the same. Which is fair, but then that leads me to automation. For those that don't know what automation is in the audio world - Automation is a technique that can be used in DAW's to allow for real-time changing and fine-tuning of audio effects to audio clips along a track, or group of tracks, as it plays out. So whoever was editing these sound effects was without a doubt using automation to get the finished product of what you hear in the game. That's just my theory though :) I could be way off. And this kinda ruins the fun in it too hahah
Got 1000's hours throughout the borderlands series and recognized it immediately, I'm almost a 100% sure it is a distorted version of the main menu firestone ambient music with the occasional "scream" being claptrap as he gets up. If you alt tab out of BL during startup the sounds play and the animations stay queued, then alt tab back in and they will play without sound. That might be where the distorted sound comes from as the main menu hasn't actually been (fully) loaded as it's waiting for the startup animations to finish
For the silent hill whispering, has literally nobody tried playing it backwards or using a spectrogram? If not i'd be surprised. I'd do it myself but i don't have anything to do stuff like that.

I know I'm two months late but for the car in midnight club 3, I have a suggestion. If it is possible to import a custom map in place if the original one, you could import a flat surface, no baseball stadium or anything, and find out the car's original route. From there you could map it to a birdseye view of the original stage and map what could've possible been an earlier version of the stage.

The Viper in Midnight Club is probably there to make the race harder by zooming by and bothering the player when the player activates that checkpoint, essentially being able to always meet the player at that point in the race.

I’ve played the game many times and that whisper has never happened to me, but if it ever did I think I’d throw my controller and turn off the console. Having it only happen randomly means it will catch you so off guard and seem so much more creepy then if it always happened

Japanese speaker here: So for the Persona 3 "odd noises" they are basically of people talking and admiring someone. The girls were saying things as "Nooo" (Used multiple times in a teasing way, in a more "polite" way, and playing around), "What?", "Wait, really?", "Hold on..."(Conversation spacer), and "Cool" (in an admiring way, or saying "They're cool"). I didn't understand the male voices because of how quiet they were compared to the female voices. The ladies were also making sounds of amusement (which makes it sound "hentai" like), which is what you hear a lot when girls gossip; if you watch anime, you'd understand. It sounds like classroom chatter to my understanding. Hope this helps, it took a while to type this and translate. Thank you for your time :)

Yup, it just typical mob voices, more precisely a girls talk mobs. Very common in japanese anime&game, but somehow the audio is just badly overlapped and it become scary.

The borderlands spooky audio is probably a sample rate artifact. Usually a game will utilize "exclusive mode" of your audio device, matching windows sample rate to the game's audio, but when the game is minimized, your default sample rate is applied. This usually creates some freaky sounds, usually slow and distorted.

The amazing part is that OH isn't trying to claim any of the submitted discoveries for himself and grants credit to the original submitters. Production is good and the soundtrack fits the overall tone of the videos.

I never played 3, or P3P, so I can’t tell you if they’re used or not, but if they aren’t then there was likely an additional intended character that they cut out of the final game
Ive messed with the glitch be for and it only happens when I use the date changer and the game gets stuck in a one day loop with some text boxes saying test

P3P was huge as is, I don't think any of the new characters had audio at all, aside the new protag of course. And due to it's size it only has the region language, so english for english regions. The fact that this wasn't translated means it was never intended to he used anywhere. Also it appears to be a single audio file despite being a minimum of 2 distinct voices

I pretty sure the Persona 3 Portable one is suppose to be background noise when a scene is happening but the sound is turn way up. There is a scene early on where a character called Akihiko is surrounded by fan girls. I think this is the background noise for that scene.

I'm pretty sure its from that scene where he is introduced.
it sounds to me like it is just a glirch from going outside the intended duration of the game, so it just tries to hold it together as best as it can, and chooses an audio file to play based on that. Ive never played the game, or any from the series, but there is the possibility that, internally, the days are just numbered, so that particular day uses that audio file at the start, or something about the day index is used as an offset into a sound table, and that is the corresponding file, so it just plays it. Seeing as the game is for a PSP, it was never going to be possible to change the date out of the specified region (I'm assuming, again, never played it), so it seems unlikely that there would be an easter egg for that

One might think this series will get stale over time but it surely isn't. It's middle in the night and it sure is creepy enough not to visit the toilet now. I do have my own eerie Silent Hill 3 experience. There is a moment a phone rings in this game. Played through the game with a few friends and we played it for long sessions, so we were mentally really nuts. The moment the phone rings in the game, in the exact same second my cell phone started to ring. Scared and picked up the call, some creepy voices were talking to me. Never actually knew who it was (most likely my girlfriend I broke up with a few days prior), but it scared the shit out of us.
And god bless the patron who picked the fabulous name "I fart in elevators". Love it.

Gave it a shoot, seems like spectrogram yields nothing unusual, but good suggestion anyway. Usually when a sound file tries to "draw" something in spectrogram, it sounds a lot more unpleasant and distorted (if not ear-piecing), as it focuses on drawing shapes on spectrogram rather than sound quality.
I was thinking that because the game is minimalized, the audio just gets drastically slowed down. Anybody tried to speed it up to check what it is?

As for reverse... Well, I downloaded the video as an mp3 file and put it in ocenaudio.
Just reversing it didn't do much. It sounds very similar backwards.
Reverse at half speed sounds a bit different. Almost like a high-pitched animal noise. 3x makes it more of a static noise if anything.
I tried a few more combinations, but nothing beyond that. For a spectrogram you'd need to rip the original file so I can't help you much with that.

In WWE 2K16, there's a move called "The Worm" by Scotty 2 Hotty, where he does a series of theatrics before chopping his opponent's chest as he lies on the ground. you can assign this move to anyone in the game, but for some reason, trying to use it only results in showing the last few seconds of the theatrics and the move itself, as opposed to the full build up like it's supposed to. this even happens in the Move-set selection screen, where you can preview the move, but still only shows the final few seconds. however, the only way to trigger the full dance (to my knowledge) is immediatly performing The Worm after another called "Facebuster 5", and not touching anything else but the attack button in between. I'm not sure why this happens, but WWE games have had this same bug since The Worm was made available in 2015.
Speaking of WWF games, in the old WWF smackdown for playstation 1, you could use The Rock's People's Elbow and he would take off an elbow pad and then slam down on someone. The second time he used it he would take off the other elbow pad. But if you managed to use it three times in one match, he would just use the same animation as if he was taking off his elbow pad, but there was nothing there. Nice glitch broooo

There's no "special condition" to do it, the characther just needs to have room to do the move (that's why your opponent needs to be far from the center), the facebuster you referred to was made specifically as a set up for The Worm (just like Scotty does in real life), so it places your opponent in the right position.

That's what it sounds like to me as well - it's not a valid date, so the game doesn't know which "start of day" audio to play and freaks out by playing a bunch of them at once.

There are a LOT of odd clues that I have noticed here and there that seem related to something. Things like locked doors with either a large RED X or BLUE X painted on them. Information on Dry Erase boards like door codes (which I know are not in the game---least not any doors I've tried them on).
There is a door with a cardkey OR code entry on it which has paint over the input of it... to date no one has opened that door.
There are also ladders which have grates in front of them (inside vents) which I found odd.
There are a few other clues.. one of them, an elevator door that opens once you set all the rewire boxes to turn ON the "Unstable system" (but you must do it for three rewire boxes in unison.
There are radios across the game which can be turned onto the same frequency (unknown effect as of right now)... and one station plays a morse code over and over.
Other clues I have noticed like messages referencing locker numbers in the Habitat wing... and sure enough there are lockers there with that number on it but they are closed and no interaction seems possible.
Other things worth mentioning are computer terminals that have a second "Utility" after an empty entry. This is strange because if a terminal has an option it will not present a 2nd blank one. Difficult to explain this in words.. you have to see it for yourself. Also, when using those option there is a faint clicking noise associated with it that is not present on some other Utility options or "Error" slots on terminals.
I think there is a BIG secret in Alien Isolation... maybe even multiple ones.
This aside from the normal secret rooms such as the Tanaka room where his daughter's b-day is the keycode for the locker inside.
It has crossed my mind that some things may be able to be interacted with even though no prompt comes up (like.. click E or hit X etc)...
I wish I had some people helping me look. I could show some more odd things (I often forget to write down when and where in the game).
There are even a few oddball things in some of the dlcs... that reference things in the main game (and vice versa).

Hey oddheader, In CoD WaW, in the very first mission "Semper Fi", it takes place on a beach in Japan during a nighttime assault. There's a moment where one of your squad mates goes forward to check out a few relic-like statues, resulting in him stepping into a trap that hoists him in the air and kills him. To the right of this area are a few statues with wind chimes playing. If you turn the music down and sit by these statues, a very low quiet whisper will be heard of a man speaking what sounds like Japanese. It helps if you noclip through the ground in the area.

There was a spot in Bully that always seemed like a secret to me when I was a kid. It's on the back of one of the buildings in Bullworth Town where you can see what looks like a garage with no door on it positioned too high up to reach. I always thought it might be reachable if you used the best bike in the game to bunny hop onto the nearby fence and then up to the opening, but I was never able to make the jump myself. I've tried to find anything else online mentioning the stop but nobody else seems to know what I'm talking about.
Do you have any update on that?

@@furnugo I was thinking maybe the car was a sign saying to try and get into the baseball stadium or that you can get in the by doing what it dose who knows there could be a hidden code or something in there
I feel like the Viper could have been the remains of an unimplemented system where at specific parts of a race random AI cars would blast across the screen to give a sense of there being more than one race at a time.
Or maybe at some point, there were aggressive racers possibly associated with one of the main antagonists.
Unfortunately, I can't make a better guess, the Viper being in the stock paint and mods doesn't help much with my second theory.

i’ve 100%’d midnight club 3 2 times, and i’m almost certain that the “ghost car” isn’t a ghost or bug or anything, its a detail in the track
the car can be encountered even without taking off to another path, just hitting the 9th checkpoint trigger. it also has a cop spawn next to it, which is common in-game. the reason the car rams into the wall is because it probably wasn’t programmed to do anything after it reached the end of its programmed path, as the game doesn’t expect you to actually follow it to the end of its path. hell, a small bit of the race you actually follow the viper then veer off into the next checkpoint.
tl;dr the car isn’t some strange mystery, its just a background detail

I remember that many ages ago I rented Legend of Zelda Ocarina of Time from a Blockbuster which was very odd. It had a saved file with adult link, all medallions, and none of the items you would need to complete each dungeon (also 3 hearts, but technically you can skip the hearts at the end of dungeons). While this all seemed like it could be done with a gameshark or some cheat tool, one very bizarre thing I remember was the right side of the temple of time from the outiside had an open passageway instead of being blocked by bushes and in that passageway was a character you could talk to. I wish I would've had the foresight to film it and could ask around in reddit about it.

My first guess with that Resistance 3 figure in the window is that maybe it's a reference to the G-Man from the Half-Life series that you can see at multiple points in the game doing pretty much exactly what that model is doing, just standing ominously off in the distance watching the player's progress.

I'm not sure if anything more has been said about the creepy Borderlands sound in the past few months, but I have a possible idea for what it could be.
And sorry this is a long explanation and I'm trying to be as least technical as possible. I'll probably rewrite it lol
When the audio stinger plays during the gearbox part in the game startup - In total you hear a thud/splat, a boom, and some sort of impact that sounds like it was processed through a reverberation effect. After the impact rings out, it transitions to a clusterfuck of what kinda sounds like a bunch of layered debris sound effects, and more noticeably (and importantly) a very ominous scream.
The scream at the very end of the audio clip was obviously ran through a handful of effects before being exported and placed into the game. Things like some light reverberation/echo, and distortion - Maybe a virtual vocoder, redux/bit reduction, etc. Those sorts of things.
Anyways, those creepy sounds you hear at the end of everything (once all the sound cuts off), could just be unused sound effects. And the reason they sound so distorted and scary is because they may have been placed on the same track or in the same group of tracks as the scream sound effect. Depending on how a sound or audio engineer/technician does their audio editing, they can place effects (such as reverberation, distortion, etc) directly on to a track or group of tracks along the timeline in their DAW (digital audio workstation, Pro Tools, Ableton Live, etc).
**So basically what I'm trying to say is** - Those creepy unexplained sounds you hear after the music cuts off is just a sound effect or group of sound effects that are being processed through the same things that the scream sound effect was being processed through - The same reverberation and distortion audio effects. Meaning that this unexplained sound was just plopped way way way down the timeline and used as maybe a "pallet" of sound effects, but then accidentally left there, then exported/rendered and used in the final product in the game. So as you sit and idle there in the game startup, you will eventually reach the part in the sound effect where the creepy noises start playing.
Then you could argue that the effects don't sound the same. Which is fair, but then that leads me to automation. For those that don't know what automation is in the audio world - Automation is a technique that can be used in DAW's to allow for real-time changing and fine-tuning of audio effects to audio clips along a track, or group of tracks, as it plays out. So whoever was editing these sound effects was without a doubt using automation to get the finished product of what you hear in the game.
That's just my theory though :) I could be way off. And this kinda ruins the fun in it too hahah
Got 1000's hours throughout the borderlands series and recognized it immediately, I'm almost a 100% sure it is a distorted version of the main menu firestone ambient music with the occasional "scream" being claptrap as he gets up. If you alt tab out of BL during startup the sounds play and the animations stay queued, then alt tab back in and they will play without sound. That might be where the distorted sound comes from as the main menu hasn't actually been (fully) loaded as it's waiting for the startup animations to finish
But that's just a theory,a game theory.

I know I'm two months late but for the car in midnight club 3, I have a suggestion. If it is possible to import a custom map in place if the original one, you could import a flat surface, no baseball stadium or anything, and find out the car's original route. From there you could map it to a birdseye view of the original stage and map what could've possible been an earlier version of the stage.

The Viper in Midnight Club is probably there to make the race harder by zooming by and bothering the player when the player activates that checkpoint, essentially being able to always meet the player at that point in the race.
