It seems that the developers are constructing a vehicle without considering the engine. The blame for this situation lies with the developers who failed to start designing an IBC system that utilizes POW chains instead of relying on a whole bunch of centralized side chains.
Due to the limited transaction processing capacity of Bitcoin's layer one, many centralized PoS side chains are emerging.
