Police can neither hear nor see all that they need to, there is a full on denial in all 16,000 police departments of USA to stand for either truth or justice. If that wasn't the case why would it not be mandatory for all police department to report civilian deaths in police encounters and custody to a single database with FBI, that already exists. Why was and is there to this day opposition to use of real time body cams. When such video does exist how come it gets erased, corrupted, or is unsuitable for public review. Police departments and officers would to any length including lying and cover up to hide misuse of authority, excessive use of force, unprofessional conduct, cover of crimes and misdemeanors and corruption of fellow officers. What the good professor is proposing amounts to rearranging chairs on the deck of the Titanic. Have a nice day, sir.
Unfortunately the good professor is preaching to the converted i.e. civil society. How many of these guys are in a position to influence standard practice or accepted policies in police departments across the country. Wouldn't be surprised if there aren't any. Deliver these lectures at meeting of police chiefs, and police academies. And it would take more than a lecture to convince highly weaponized and militarized departments by an academic. This leadership has got to come from Civic, state and federal authorities. As of this moment we don't even know the extent of the problem, because 95% of the police departments are not obligated to report deaths in police encounters or custody. In 2015 local police departments managed to kill 1200 people, where as the US forces lost average of 150 soldiers per year in Afghanistan in the last 16 years.
