Not legal at all it needs pedals if not it's considered as a motorcycle you'll need a license and all to even ride it.....that white smoke means your engine is flooded or oil is burning
That’s fine it’s supposed to have smoke coming out the exhaust because there is oil in the gas. Mine has more smoke coming out because my ratio is off.
The scooters are not required to be licensed with the state (because they are considered motorized bicycles) as long as they are under 50cc's in size, are not capable of going more than 30 miles an hour on level ground, have less than three (3) gross horsepower, and have an automatic transmission.
