      Nah, those who work for the West work for the German BND, British MI6 or French DGSE who all, in turn are reporting to the CIA. Ex-Yu countries are too unimportant and too unfamiliar for the USA to bother with directly, especially now when they are firmly in US sphere of influence, as opposed to being a Cold War buffer state. Besides, this way the CIA can cross-check info on both various ex-yu sources and their subordinate European secret services better.

      @@VersusARCH did you ever watch _Spooks_ ? .. I always loved the meetings between MI6 and the CIA liason. Tom always made his feelings known about the frictional nature of the working relationship!
      It's a great show, if you've never watched it. I don't know if it's on Prime or Netflix. There was something like 12 seasons. A really great show.

      @@VersusARCH While it is true that ex-Yugoslavia is mostly under European Intelligence scrutiny, I can assure you CIA does have agents and informants in there as well.
      Not as many, as they used to, but they certainly don't rely only on European Intelligence.

      @anshuman jha Not particularly. People knew of MI5 and SIS (MI6) for a while. However if the PM was questioned about the existence of it, they would deny it.
      The lack of information on the services is clear in the video. They talk about losing MI5 operatives behind Soviet lines. In reality MI5 only operated in the UK. They would not have operatives behind the lines. SIS was tasked with intelligence gathering abroad.

      Similarly we have the same British system in Hong Kong, lots of busy body but no one's actually working, even when the city is almost collapsing under Covid, the government still runs as if nothing happened, patients were left to die because departments were playing pass the parcel, no one wants to do anything.

They are so sophisticated like Humphrey. Saying lots of words but express nothing at all. Just like "ba gu" in ancient China.     "He was one of Us!" Yes, I've known people who thought like that, who were the Us that I was not part of. A particularly English kind of us-and-them, formed from notions of breeding and heredity and class distinctions, strengthened by education at elite establishments with others born into wealth and privilege who were brought up to consider themselves special and above the common herd. Such people all too easily fall prey to a kind of group-think that says anyone who is One of Us can be trusted not to betray the interests of their class. Alas, poor Sir Humphrey.

      Tribalism, I am afraid, is a institution much older than that of the English tradition. Where there are tribes, there are marks to distinguish this "us" from "them", and when those marks are ones not borne with any formal sort of agreement but rather through the means of an involuntary consequence, then thereafter does it emerge that in certain cases, the social contract that supports the cohesion of the "us" distinction is weaker than is permissible when under heavy stress.

      @@newperve While working class was certainly supportive of Communist ideas - which they can't be blamed for really, they very rarely acted as agents (sometimes heads of Unions had... contacts - but this was the extent of it).
      But while upper-class technically had far less to gain from being agents, they: 1. Did have misconstrued notion that USSR would help - misconstrued because USSR wasn't really Communism - it was Marxism-Leninism which only cared about power. All they did for working class was shouting slogans. 2. They had the capability of getting into high positions, because as Sir Humphrey puts it - they were "one of us". And USSR as most countries do only employed those agents that had something substantial to offer (that's why sometimes they indeed targeted heads of unions).

      MI5 was staffed with old colonial police and regular old police officers
      MI6 was soaked with russian spies
      MI5 was the one that had to sort the mess out.

      @@alhassani626 I wouldn't go that far, in theory at least, it is generally a good idea to have people who know what their doing running a country.
      The fatal flaw of democracy, at least as it is practiced in the UK, is that you can never be absolutely certain that MPs, Ministers, and Prime Ministers, actually do what they're doing. In theory a half-witted, illiterate, inbred, drunk, otherwise known as the average resident of Corby, could be elected MP, and made a Minister. Granted, this would require that the BNP win an election, but, however remote, it is still a possibility.
      In such cases having trained, experienced permanent government members is vital. Our Corby-ite acquaintance can foam and spit up on his podium, but someone vaguely competent is there to do the actual work.
      This is the theory anyway, and it's quite sound, unfortunately most civil servants aren't trained, and they tend to have far more experience dodging work than actually doing it. The result is that the permanent secretary will often be seen spitting and foaming alongside the minister, but at least we can be sure that one them can read.

    This and WEST WING are the greatest TV Series EVER. I loved YES MINISTER when I was a young Journalist. Later, WEST WING was less humorous but equally intelligent.

      Two of my favourite shows.
      The woman who played Margaret in WW thought WW was a comedy until well into Season 1. I suppose that is because Margaret’s scenes with Leo were so often funny. I especially love the scene in Season 2 when she tells Leo she can forge the President’s signature, so next time, if needed, she could have signed the letter giving the VP presidential powers when the President was in surgery.

      I liked West Wing, but after I read a criticism that the characters were so insufferably conceited, pompous, and supercilious, that's all I could see. Except from Martin Sheen. The audience was led to believe that President Barlett was the smartest man in the room, but the character was also humble. Or maybe Sheen (is) was just such a great actor.

    He ought to be fired. He let a spy get away with selling state secrets because he didn't want to take the time to investigate. People died because of him. He may not have committed espionage, but he displayed a quality almost as dangerous: incompetence

      ​@@jamesboulger8705 More specifically, "Gardening Leave" is a way of getting someone who you don't have grounds (at least at that point) of sacking, or firing, immediately out of the office. They remain on pay. Used for a broad mix of reasons - including while investigating people, but also getting people serving their notice periods out from where they might steal information (as they know they're leaving), without breaking their contracts.

    Why didn't he just blame the person who ordered him to do the investigation, with a story about being told to do it a certain way or something? Best way to escape blame, is to blame those above you.

      It's also written down in Halstead's diaries. it was discussed by the current head of MI5 when talking about old Lord McIver being off his rocker. So Humphrey really was backed into a corner.

    Actually they are referring to roger hollis(head of mi5 in 60s) there was a rumor at that time that hollis was a gru mole that episode was the most traumatic incident of the western intelligence hollis deputy the no2 of mi5 Graham Mitchell was also a suspect future mi5 chief Michael Hanley was interrogated too in cia the paranoia was so high that they closed their entire anti Soviet division down fearing all the senior officers were working for Soviet intelligence at least 30 senior officers were disgraced their pensions withheld. In Canada too a paralyzing molehunt took place James Bennett the chief of rcmp counterintelligence was wrongly accused of being a traitor his bedroom bugged in his interogations private ques about his sexual life were discussed in the end he was cleared but his reputation was tarnished just like that of hollis, Mitchell and plenty others. Hollis case is still considered by some to be unsolved to this day.

      @@michaelbayer5094 In another episode when he's back at his Oxford college the Master says to him he's smug, and that he has lots to be smug about, with a knighthood, an index-linked pension, £75K/year (1980s money) and a bunch of politicians to take all the blame for all his mistakes.

      @@iankemp1131 Hi Ian, I saw that one (In the late 1980's, NYC's PBS station showed both programs on Friday nights). I don't remember ever being disappointed by an episode, and watching clips now, they hold up remarkably well. It would be great if it was brought back, with the PM resembling the cock-up in chief, Boris Johnson.
      Also, I don't how generous UK pensions are, or were, but here in the States one would need to work in a job (that offers a pension) for 40 years where top salary is almost 100K. Humphrey was doing OK.

      He's not a politician, he's a civil servant.
      He's not a unique man. He's an amalgamation of many. And without him, politicians would be able to implement their policies without any delay, and everything would be bulldozed over, burned down and destroyed after every election.
      Without obstacles to him, nobody would protect us from democracy, and I shudder to think of what horrors we would then see.
      He explains his worldview many times. He's the necessary retardant that keeps the democratic process from destroying our society.
