Years ago I worked for a government department. The unofficial motto was "we have to be seen to be doing something". Actually doing something, let alone doing it competently, was a secondary concern at best. Watching this show brings back so many memories.
Dr. Thomas Sowell was a communist before working in the U.S. State Department. Running into the same situations as you did, and coming up with solutions that nobody was interested in, he started looking for evidence that his own beliefs led to anything good. Discovering quite the opposite, he became a capitalist, convinced of the incompetency of governments and the idiocy of intellectuals.
I dimly remember reading that John Cleese was sounded out to play Humphrey. Back then, in my teens, I was a fan of Terry Thomas and thought that he too would have made a great Humphrey. And Norman Wisdom as Hacker? Delicious!
Truly a timeless TV series. Still see everything happening today as it did back then. At least back then they were more competent at coving up their incompetentcy
I'm currently re-reading my aunt's hardback copy of Yes Minister. Must be the seventh or eighth time. I'm also lucky enough to have watched both shows in three countries. When enacted, the humour hits so much quicker and is so much ticklier, what with the actors' expressions and all.
Yea, and they didn't have Wifi and the internet: You Tube, Google, GPS, our mobile phones, Online shopping and so on. Just radio and the t.v. just one or two no colour channels. Just their history of a war that had been going on for years... 😮

Thank-you. I didn't know this was possible. I found the "custom" setting and found that 0.85 worked well for the opening theme, and is still pretty good for the dialogue.

I stumbled across a random comment elsewhere about this magnificent show and this is my first viewing. Very impressed! This is close to what we have in the U.S. but, we can waste more money AND screw over the workers at the same time.
Since India became a colony of East India company first and then when British monarch took over its administration by having the ICS until its independence in1947.After which India Indianized the ICS to UPSC .The governance of our civil servants at the highest echelons of government is much worse. Having introduced the infamous quota system which selects these civil servants not by merit but by quotas.Which the British would certainly not done in India. I myself have given this exam ,choosing Indian Foreign service as the first choice, but also sat for post graduation in English literature.But even in our academic system the quota system appears. And this infamous quota system is there not only for 5 or 10 years after our independence but has got entrenched in our academic institutions without redemption.
Seeing Hacker loose his mind when Humphry tells him the long list of reasons as to why the staff are there, all the while ignoring that actually the real reason as to why there is no actual medical staff at the hospital is because of decisions made by other departments which he has no direct control over because the thought of him not being in control terrified him, is quite entertaining. He is like an ignorant glory-addicted child: he doesn't want to accept that he just doesn't want to take the time and effort to understand why the hospital isn't opened he only cares about what the simple-minded popular people who criticise him say, and so he stamps his feet in impatience and when it all comes back to bite him later on he panics.
This was one of the earlier episodes. The first thing that struck me is how fast the actors spoke when delivering their lines. I think they gradually slowed down as the series, followed later by Yes Prime Minister, progressed. It needed to be a bit slower for the audience to catch all the jokes.
*Why have you zoomed in so much as to cut more than half the original footage in view? This is awful, and completely ruins what was (and still is) a great series.*

Yes, change the playback speed to .75. Also, the screen ratio should be reduced, as mentioned, and the canned laughter made me stop watching what should have been an enjoyable show bu alas, t not so. I will watch something else.

-12 Downing Street, formerly the Chief Whip's Office, houses the Prime Minister's Press Office, Strategic Communications Unit and Information and Research Unit. In the 1820s it was occupied by the Judge Advocate-General, although it remained in private ownership. It entered government hands when purchased by the East India Company in 1863, and was occupied by the marine and railway departments of the Board of Trade. It was badly damaged by fire in 1879, and underwent further changes.
-13 Downing Street was originally part of 12 Downing Street before the housing area was partially re-built and re-numbered in 1876.
-14 Downing Street formerly closed off the western end of the street. It was leased as a town house from 1723 to 1797. It was acquired by the Crown in 1798, and was used by the War Office and Colonial Office in the 19th century. Some parts were demolished in the 1860s, and by 1876 it had been removed completely.
-15-20 Downing Street, long since demolished, were at one time houses leading up to Horse Guards Road. -15-16 formerly housed the Foreign Office, which also occupied two houses on the south side of the street. -18 was occupied by the West India Department of the Colonial Office
-20 was occupied by the Tithe Commission.
