Take lower branch at IIT Delhi if U want to pursue UPSC...you can easily get a non core job even if you fail like in finance, data analytics, product management etc which pays very high...IIT tag will surely help but noo you can't go in software/CS I suggested IIT Delhi as it has UPSC coachings just around them
The branch is not bad at all. Industrial engineering has really high scope and placement in USA and really demanding. Coming to the study aspect this also covers data analytics courses such as operations research, etc so good future aspects again. I think this branch is better than civil
