I have a question I live in GP not CP but when there are pedestrians on the side of lane you are traveling, is it ok to slow down until you no longer see pedestrians? I always fear that someone may accidentally step in the road way maybe by they are distracted or impaired? I know in some states driving under the speed limit is unlawful, thank you! The ORS which covers what you're referring to (Impeding Traffic -- www.oregonlaws.org/ors/811.130) states a person is not violating this traffic law if they are driving in a "manner needed for safe operation." It gives a couple examples of what that entails yet also provides some room for similar reasons to which you're referring. It's always encouraged to drive in a way that is safe for yourself and others on the roadway--including pedestrians. So if you feel you need to slow down when pedestrians are near the roadway to make sure they are safe, as long as you're able to articulate that to an officer who is stopping you for Impeding Traffic, the officer will likely understand and not cite you for that violation (though each scenario is different and we can't definitively speak for them all).
