It’s simply the French were better at this time, as well as having more manpower, factories, and supply connections.
It's just that Italy has good potential, but bad starting stuff, while France has good starting stuff and meh potential. Italy can form EU and Roman Empire in the same run. Defeating France as Italy is no problem, just use paradroppers.
