I thought this video had the music pitch raised slightly but I watched my 2006 DVD copy and it's the same there as here, interesting. I actually love how it sounds though.

It's the PAL version. Back before Blu-Rays which are all region free (I think) PAL version discs for games and movies ran at a different resolution but sacrificed framerate so music sounded a bit distorted.
It’s because of PAL (Europe) DVD speed-up. It also causes a slight pitch increase due to it running a 24FPS film at 25FPS. If you ever compare the runtime of a 100 minute film on Blu-Ray to the DVD version, the DVD will be 96 minutes long. The positive is the sound can be quite nice (personally I enjoy the pitch increase, doesn’t limit my enjoyment at all) like you said and the quality is higher than that of an NTSC (USA) DVD.

Great theme song and opening. The movie was ok, but nothing compared to Goldeneye or the more recent Craig series.
To be honest, I prefer Tomorrow Never Dies to both Quantum of Solace and Spectre. I think Skyfall and Casino Royale are much better than this though
Awesome action movie but it's Brosnan's weakest Bond movie imo.
