Every place in China, the most important issues for local gov is to build more and high quality roads and bridges. That's why even you are in rural area in Xin Jiang and Tibet, high qualify roads almost connect every single village.

Roads provide physical exit route from poverty. Poor people trapped in remote villages with no transportation have little hope to escape their predicament. Two more tools help to alleviate poverty: access to fast internet, and high school graduation exams. The former enables remote learning and distribution of information. The latter is the traditional Chinese system to identify scholars regardless of their humble origin. The government gives them higher education and career opportunities.
