For my jump rings the treadmill comes out to cost ~11 cents (4hr tumble total) and the rock tumbler ~45 cents (8*12 hours total) and the cement mixer the lowest at ~10 cents (3 hours total). Mostly the lower time of tumbling wins for efficiency with the bigger machines.
Try a larger tire such as a used truck tire or fat machinery tire for rocks. If you can find a logger, their tires are super wide and not terribly large in diameter.

What about using used tire and JB weld to attach rubber for the inside of cement metal bin?

I was planning to use a cement mixer and remove the paddles. Then line it with some rubber mats I got that used to be in a gym floor.
