I really still don't understand question 26. Why subtract Max values of B from Min values of A?

I understood, for instance you have numbers from 60 to 69 and have numbers from 80- 89. And if you want to know the smallest difference it is 80-69= 11( min of 80-89 and max of 60-69) .if we subtract 80-60 =20 which is higher than 11 .it is like 69 is closer to 80 than 60.
