Actually, have look at the recording time shown - 27 Sept 1986 (Saturday) - and be reminded that it was a time when trading was not permitted over weekends: Melbourne CBD was absolutely deserted on Saturdays and Sundays, resembling the pandemic lock down last year. Weekdays were different, however, with heavy traffic around the city, albeit not as congested as these days...

Such a simpler time in Melbourne compared to now. Look at the west gate bridge it was empty. Now it's so congested brutal.
