The first tier will be the same width with the top. After that, the second tier will be at least 1.5 times the length of the first one. And doing the same for the third tier
I made a loose seam first which is using the maximum thread range of the stitching. Then keep one thread and pull another one after to create the frill

I have a question tho (It may be very stupid but I suck at estimating and pattern making) the pattern for the ruffles is more of a 2/3, 3/4 or full circle skirt? To make it simple, you just need to check the width of the first level is the same with the top pattern. The second level has to be at least 1.5 times longer than the first level. And the third level has to be at least 1.5 times longer than the second one

I just cut the rectangle at the top of the front dress a bit curved to create the curved look at the neck. The rest is just normal rectangle

The length of the front top will be the length from upper to under your breasts. Make sure to add extra 2cm for sewing too

It's the width of the bust size. But after making the loose seam, it'll become a half of the bust size
