I hope my judgement of your personal and moral character is correct. Okay my question is this do you need to have a yearly contract or monthly contract with a cellular service provider to make phone calls with this device?

Not necessarily, if you can get a pay as you go sim, top it up and use it until it runs out. Then just top it up when you want to. The sim will stay active for a year without topping up so just do a cheap top up to keep it active
