desmosomes are intercellular junction present between two epithelial cells, so they are present in all cells of the enamel organ. Whereas, hemi-desmosomes form junction between epithelial cells and basement membrane, so they are present only on the outer surfaces of outer enamel epithelium and inner enamel epithelium (cells which are in contact with basement membrane).
