Once you patch it in BnSBuddy, it'll automatically be the file in your NCWest>data folder. Just create a new folder on your desktop, and copy the xml 64 file, then do as he says!

It's worked for me ever since I got it working, but you need to update the cookedpc mod folder every update so keep the voice pack on your computer. And by closing the launcher he means the small rectangle that it leaves behind when you launch the game. Nice tips but the launcher take so many time to download the file... It's quite annoying to do each time.
