Severity 1 go first, severity, two and three come after. If the home is still habitable, they will be put on the back burner until the insurance companies can catch up.
In many cases the uninhabitable ones might not be accessible right away (covered in a huge tree, in an area closed off by National Guard). I personally don't believe in triaging claims - they're all a priority.
