    You’re right, they do seem to have a problem following the rules. But, if we go too draconian with the rules we have a problem with policing them. Also, going down the education route would have a massive effect if we started them earlier like adding theory to primary schools curriculum etc.

    I have said this so many times... the penalties for bad, careless, or dangerous driving should be much, much more severe. If people were at risk of actually losing their licence for a set period and had to resit their test everytime, no matter what the ban was for, they would very quickly think twice before doing something stupid. Any driving offence that gives 3 penalty points also revokes their licence back to a provisional licence and adds a minimum ban of 1 year to a maximum of 5 years. Any driving offence of 3 to 6 points carries a ban of minimum 5 years to a maximum of 10 and licence back to a provisional. 6 to 9 and 9 to 12 carry the same penalties with higher number years bans, and once 12 points are reached, you lose your licence permanently for life. That illegal overtake, for instance, would be classed as careless or dangerous driving, they would be banned for a year, have their licence put back to a provisional licence and would have to resit their test and they would be fined. Now, given that they can not drive for an entire year, have to pay a fine and, after a year, have the added cost of minimum lessons(set by the court) and resit their test...all of which would cost a lot of money and inconvenience and knowing those 3 points are permanently on their licence and only have 9 left.... do you think they would ever chance such a stupid manoeuvre ever again!
